How do I access old iCloud backups?

Hi,
This forum interface is not exactly user intuitive, so I apologize beforehand if this question has been asked hundreds of times already.
I lost my iPhone 4 near the end last year, and purchased a new iPhone 4S to replace it. After using the new iPhone for a couple of months, I've started getting notifications that my iCLoud storage is full, and that I should purchase more storage. When I enter 'Manage Backups' for iCloud, I see that I have two backups - one recent backup that is 1.5GB large, and an old backup that is 3.1GB large. This larger backup was made before I lost my phone, and therefore this is great news - it means I might get back all my old photos and whatever else might be on there. Also, if I can get back those files I want, I can delete the old backup and won't have any problems with running out of storage for a while. Therefore, some questions arise:
1. How do I actually access the old backup? I don't seem to be able to open it in the iCloud site, download it to my hard-drive, or open it with the iCloud utility for Windows. All I want to do is to see which files and materials from the old backup that I would want to salvage, and throw away the rest, but how do I do this? I do not want to overwrite my current phone settings or files, since I've been using the new phone for a few months now and have a lot of new settings, contacts, etc, that I do not want to overwrite. Mostly I'm interested in getting my photos back.
2. If it is not possible to actually access the old backups, why is this? Is there a policy that anyone knows of from Apple? I can't imagine actually buying more storage space in the cloud, as my phone keeps suggesting, if I'm not even given access to the data I back up.

    You can perform an update of the iOS in iTunes. Connect the device to the computer and iTunes and update. You cannot see the content of the iCloud backup on the PC. It is not a file for you to view and choose content. A restore from a backup is all or none. As far as content is concerned, you have dates for backups, and you would more than likely want to save the newest backup.     On iPhone turn WiFi ON. Go to Settings App and turn iCloud ON. Select the data you want back on your iPhone.

    The only way to do that is to restore the old backup to your current phone.  If you want to be able to do this without losing your current data, back up your phone to your computer using iTunes, then restore the old backup to recover the photos, import the recovered photos to your computer (http://support.apple.com/kb/HT4083), then restore your phone to the iTunes backup to restore your current data to your phone.

    Well what you can do is update to ios5 then use icloud to sync your calandar up to your phone then restore your phone as new and when prompted in the new phone setup put in your icloud username and password and you will have your calandar events back.

    Your signature says you have 10.6.8 which is Snow Leopard, but that is still not compatible with iCloud. You cannot back up your computer to iCloud in any case - it doesn't provide for that, only for iOS backups.
    The minimum requirement for iCloud is Lion 10.7.5 (Mountain Lion preferred): the iCloud Preference Pane does not appear on earlier systems - the MobileMe pane appears on Lion and earlier but is non non-functional - you cannot now open or access a MobileMe account.
    If you have already set up an iCloud account on another Mac or device you can make limited use of it with Snow Leopard - details here.
    To make full use of iCloud you will have to upgrade your Mac to Lion or Mountain Lion, provided it meets the requirements.
    The requirements for Lion are:
    Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
    2GB of memory
    OS X v10.6.6 or later (v10.6.8 recommended)
    7GB of available space

    I don't know what you mean by your iCloud history, but you cannot log into iCloud and see apps, videos, movies at anything of that nature. iCloud is a backup that stores your purchased app, songs, movies, TV shows, books, app data, etc. when you restore from an iCloud backup, you restore those items back to your iPad - assuming that you are backing up with iCloud.
    If you want to see your iCloud "history" look in the purchased tabs of all of the stores, look at all of the content that you have on the iPad (content that is not synced from iTunes) and that is essentially your iCloud "history".
    Exactly what is it that you want to see?

    I've been playing with a Galaxy here at work and here's what I've found so far - please feel free to jump in and suggest alternative methods to configure or access the various icloud components.
    So the original Q: Can you access your icloud account on Android?
    Not entirely: the website can't be used from an android browser (not properly - even with Dolphin HD and posing as different browsers it won't load correctly.  So Find my iphone is out, so is the address book or looking at your e-mail or calendar just in a browser window
    I was able to setup my e-mail using the IMAP settings published here:

    Be sure to setup the account manually - and note if you have trouble using SSL try TLS (that worked for me)

    iWork is an Apple proprietary bit so don't expect much there.
    So in my case, if I'm really going to make the switch to a Galaxy from my iPhone it really means I'm going to have to switch to using google as the backend.  The timing to swap over to a galaxy/android phone is not the greatest - given that I'd have to give up my Apple addiction (syncing photos and itunes and losing access to my device tracking).  Plus I still have an iPad and a mac and like living in the Apple ecosystem.  I think I'll wait and see what the new iPhone looks like before I commit

    I purchased a new iPhone 5S yesterday and started to use a former iPhone 4S iCloud backup to restore it but as it took 2.5Go of "others" space I decided to reset the iPhone and start from scratch.
    I have now properlly restored my new iPhone and would like to remove the old iCloud backup but when I try to erase it (from iCloud submenu or my Mac's iCloud "manage account") it says that it can't be removed as it is being used to restore an iDevice. Is there a way to do that ?

    If the lock only came from restore of someone else's backup, you can get rid of that by doing factory restore. That will not help you if your story is not true.

    If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must use the previous owner's password to get permission to use the device. If you cannot get the password your father put on the iPad you will never be able to activate the device and no one can help you do it.

    You can't view your photos at icloud.com.  The photos are stored on a secure Apple server.
    Ypu can view any photos in Photostream on another of YOUR devices.
