How do I activate photoshop elements 13

I have signed in over and over and accepted the license agreement and it still says "Sign in required to activate software"  As of yet, I have been unable to use my newly purchased PS13. I was able to create an album but I am unable to do anything with it until I "activate"  please advise.

You can upgrade from any version--it's just a discount on the price and even PSE 1 would qualify. However, if you're in the US you can probably get the full version for way less than the upgrade if you shop around on Fri.

    I would expect WalMart needs to scan a barcode on the product at checkout (not self-checkout).  Maybe this wasn’t done, or maybe the information wasn’t transmitted in a timely manner.
    This is a user-to-user forum so we cannot do anything with activation of a product.
    You might try returning to WalMart or contacting Adobe Customer Service via chat.

    If it's the same machine (same CPU) there should not be any need to activate.  The actiovation is tied to your CPU.
