How do I add videos (personal; not music or ripped) to my iphone when using iCloud? These used to sync over when I used itunes but with the transition to icloud, when I plug in to my computer (a PC), itunes wants to restore the phone or set it up again.

That is with the Emoji keyboard.
Add it with Settings > General > Keyboard > Keyboards > Add New Keyboard > Emoji
Once added, you will get a Globe icon to the left of the Spacebar when typing. Tap that to switch between keyboards.
While using the Emoji keyboard you have categories of Emoji on the bottom you can select from and pages within each category you can swipe between, indicated by the dots above them.
The Clock category is recently used emoji.

Photo stream does not support videos, only photos. iCloud only stores your camera roll videos in your device backup; it does not sync them to your other devices.
You can import them to your computer as explained here: http://support.apple.com/kb/HT4083, then add them to your iTunes library and sync them to your other devices. You could also explore other cloud services such as DropBox, which will upload your videos and make them available to your other devices.

Videos are synced to the device the same way all other content is, via iTunes.
Connect the device, select what is desired to be synced and sync.
Is the video in a format that is supported by iTunes or the iPhone? If not, it will not sync to the device.

Finely figured it out, solved! How to: Connect iPhone to PC, open iTunes and select your iPhone in the menu on the top, then "Library" in right top, afterwards go to "playlists" in the top menu. In playlist in left down corner by pressing "+" button adding "a new playlist". It will appear in right upper corner! (a little jumpy!). Then you can name your new playlist and drag/drop your music Mp3 files in this right upper corner area. Press done and sync in the end. So, "HD" video is too high resolution, so iTunes will not sync such videos to the iPod (although they play in iTunes). If you are asking how to set up iTunes to sync videos in general (regardless of source), please post back.

With ios 7 how can I add videos from a shared photostream to my camera roll?

When I am viewing a shared photostream that I subscribe to I am able to select photos and add them to my camera roll (essentially saving someone's shared photos to my device). Now that you can add videos to shared photostreams with ios 7 I was hoping to be able to do the same with videos. However, when I view a shared vieo and attempt to save it to my camera roll it is not an option. Any ideas on how to do this?
