You can't buy it from the UK store (you have to be in a country and have a billing address in that country on your account to use its store), but you can try requesting that the song be added to the US store : http://www.apple.com/feedback/itunes.html
But Apple won't be able to sell it there unless the rights-holder agrees to it - is it available on other music purchase sites that you have access to ?

When I created my Apple ID I was in italy and obviously I used an Italian store. After few years I moved to Australia and I changed the country store for the apps store. After I backup reset and restore my iphone I lost most of the application. Is not a problem because I know they are somewhere under my Apple ID but I don't know how can I re-download them. For example "Pages" I downloaded when I use the Italian store, now I can't get it from the Australian store but even if I change store and swap to the Italian one is like it doesn't recognise I already purchased that app in past and asking me to buy it again. If the old account still exists, switch to the French store by: Settings > iTunes and App Stores > Apple ID > View Apple ID > enter password > Coutnry/Region.
If you have a different Apple ID in the French store, at the View Apple ID step you will have to sign out and then sign in with the French Apple ID, and then continue to change the country/region.

To switch your account to the French Store you need a French bank card and a French billing address for the bank card.
Go to the bottom of the MAS app and change the store to the US. Sign into your US account. Buy what you want.

When you say "presentation," are you by any chance talking about Power Point? If so, the music must be in one of the formats that is compatible with Power Point, which includes MP3.
The files sold in the iTunes Store are in AAC format, which is not compatible with Power Point. You can convert AAC to MP3 by following this guide:

No you won't, as well as being tied to the account, content is also tied to the country that it was downloaded in. So before you move here to the UK redownload any item that you might want and take a backup copy of them.
As far as I know you also won't be able to change countries whilst you have iTunes Match active

You buy one and only one download.
It is your responsibility to move/copy/backup your music.
Certainly you did not update your ipod without making sure that you had transferred anything purchased on the ipod to your computer and included it in your regular backup copy of your computer.

Why would you think that all stores would have the same policy?
Amazon allows it, iTunes does not. That is why. Like most companies, Apple does not forward explanations to al of their decisions to the general public. It does not have to make sense to you, for it to be true. Apple has teams of experts that have determined that this is how they should conduct their business.

Sorry, but officially Apple does not allow redownloads of purchased items other than iPhone/iPod touch applications. It's your responsibility to make backup copies in case something goes wrong with your system, as unfortunately it apparently did in your case, and you lose all the information on your hard drive. The official statement of their policy can be found here, among other places. If your hard drive was erased and you don't have a backup of your purchased items, and don't have them on an iPod, you're probably out of luck and will need to repurchase your tracks.
If you have your tracks on an iPod or have them backed up, post back and someone here can help you get them restored. Otherwise you can try contacting iTunes Store Customer Service and explaining what happened. Reportedly in some cases Apple has allowed redownloading on a one-time basis. But don't count on it.
