How do i cancel my icloud account?  I keep getting billed.

I keep getting notices that I'm being billed monthly for an icloud account.  When I try to downgrade/cancel, I just keep getting rerouted on the apple site.  How do I cancel and stop getting billed?

How are you trying to downgrade it ? You should be able to do it via Settings > iCloud > Storage & Backup on your phone : iCloud storage upgrades and downgrades - Apple Support
1. If you're using iOS 8, go to Settings > iCloud > Storage. If you're using an earlier version of iOS, go to Settings > iCloud > Storage & Backup.
2. Tap Change Storage Plan.
3. Tap Downgrade Options and enter your Apple ID password.
4. Choose a different plan to use when your current storage plan expires.
5. Tap Done.
If that isn't working and you have a Mac then you can do it via System Preferences > iCloud on it.

    To the best of my knowledge you have now unfortunately blocked yourself: you can't cancel an iCloud account and as you've got the address there you can't add it as an alias, and I don't know of any workaround for that.

    You cannot actually cancel a free iCloud account from their servers; all you can do is sign out of it in System Preferences (or Settings)>iCloud and ignore it in future.

    You can migrate a copy of the data to a new account, then delete the other person's data from each account.  To do this, on the phone that will be changing accounts, if you have any photos in photo stream that you want to keep on the phone, save these to your camera roll by opening the photo stream album in the thumbnail view, tapping Edit, then tap all the photos you want to save, tap Share and tap Save to Camera Roll. If you have any synced notes that you want to keep on the phone, email these to yourself so you can create new notes in the new account.
    Once this is done, go to Settings>iCloud, scroll to the bottom and tap Delete Account.  (This will only delete the account from this phone, not from iCloud.  The phone that will be keeping the account will not be effected by this.)  When prompted about what to do with the iCloud data, be sure to select Keep On My iPhone.  Next, set up a new iCloud account using a different Apple ID (if you don't have one, tap Get a Free Apple ID at the bottom).  Then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge.  This will upload the data to the new account.  You will create a new icloud email address with you turn Mail to On.
    Finally, to un-merge the data you will then have to go to icloud.com on your computer and sign into each iCloud account separately and manually delete the data you don't want (such as deleting your wife's data from your account, and vice versa).

    Remove an iOS device you no longer have

    This will involve erasing all data on the phone so make sure the buyer knows that the iphone will start erasing itself during this process
    First, Make sure the buyer has turned on the phone and connected it to wifi
    Log into https://www.icloud.com/
    Click Find My iPhone.
    Click All Devices, then select the device.
    Click Erase [device], then enter your Apple ID password. Because the device isn’t lost, don’t enter a phone number or message.

    You mean you never created an iCloud account in the first place? How were you 'slugged'? - was this in the form of an email? Does it look genuine? You could copy and paste its contents here for examination but remove any personal data such as your email address.

    First go to Settings>iCloud on your device and confirm that everything is turned to Off, and that you are not syncing any data with iCloud before proceeding.  (If you are, when you delete the data from iCloud it will also be deleted from your device and it will be lost.)
    Then go to iCloud.com on your computer, log into your iCloud account and open Contacts, click on the red ribbon at the top to display your groups, click on All Contacts, to the right click on any single contact to select it,click on the Actions (gear shaped) icon at the bottom and choose Select All, then press the Delete key on your keyboard.
    For Calendars, open your calendar on icloud.com, click Edit above the calendars list on the left, then tap the minus sign to the right of each calendar to delete it.
    For Notes, open your notes on icloud.com, click on each note on the left, then click the trash can icon at the bottom to delete it.
    For Reminders, open them on icloud.com, click on each reminder, click on Details to the right, then click on the track can icon to delete it.
    For Mail, open your mail on icloud.com, click a folder on the left (such as your inbox), click on a single message to the right, press Control-A on your keyboard to select them all, then click on the trash can icon at the top.  Repeat this for each of your mail folders except Trash.  When finished, click on the actions (gear-shaped) icon on the upper right and select Empty Trash.
    That's about it.

    Keeping current plan, but downgrading when it ends:
    Settings>icloud>Storage & Backup>Change Storage Plan.  Look at downgrade options.  There you can choose the plan you want when the current one ends.

    Welcome to the Apple community.
    To begin with, I would like to try to explain Apple's confusing nomenclature in regard to iCloud.
    Apple have called the whole cloud thing iCloud, there are a number of features under the iCloud umbrella, some of which require their own login. iTunes is one of these, another is what Apple have unfortunately also called iCloud.
    You can use the same Apple ID (account) to login to both iCloud and iTunes, but you don't need to and often users will login to each service using a different ID.
    The part that you need to remember is that the services available when you log into iCloud are completely different and unrelated to those when you log in to iTunes. Your iCloud login enables mail, contacts, calendars, find my phone, Back to My Mac, Documents & Data sharing and photosstream, it does not affect any of your iTunes services.
    To avoid confusion when discussing your problem, when I mention iCloud, I am referring to the services under the iCloud login, Whereas I will refer to the whole cloud thing as The Cloud.
    I suspect what you are wanting to do is all share the same account for iTunes and each use your own accounts for iCloud.
