Apart from the lock button problem in iphone 5 the display brightness suddenly goes blank and becomes normal after locking and unlocking the iphone. The Apple service centre in India is denying to service the iphone as it was purchase in USA even though the iphone is in warranty.
iPhones do not have an international warranty. Warranty is valid only for the country of purchase. This is most likely because different countries require different iPhone models. Not reasonable to expect all countries to maintain stock for all models.

In the US it is a breach of the contract and warranty as the option to unlock the iPhone is not offered.
In all cases where unlocking is offered, you have to go through your provided (in the UK example here, O2) to unlock it, it is not directly done by Apple and they will not "publish" any method to do so.
You are correct, if someone has a legally unlocked iPhone they can get an AT&T SIM and use it here then move on to another location/country and change to that SIM. So if someone here was to go to Italy and purchase an unlocked iPhone they could bring it back here and use it on T-Mobile, with some technical limitations. Besides that downside the other downside is if you see a small crack developing around the headphone jack, or any other manufacturing defect, you are going to have to book a flight and hotel stay in Italy to get it serviced. -

If you do not meet their requirements or they do not offer unlocking there is no official way to unlock the device.

If you've forgotten the passcode to unlock the iPad then you will need to connect it to the computer that you normally sync to and you should then be able to reset the iPad and re-sync your content to it (http://support.apple.com/kb/HT1212) - you may need to put the iPad into recovery mode : http://support.apple.com/kb/ht1808
If you do it via a different computer then :
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. -
