My ipad 4th gen is a year and a half old, The ipad no longer wants to accept a charge, the cords and external equipt checks out fine with my iphone 5
this is why I think I need a new battery, can anybody tell me how do I get the ipad services?

Settings>General>AutoLock>Never. Now it will not sleep at all so change it back when you are done reading.

My recommendation would be to set this up as a brand new iPhone, just as if it came out of the box.

Are you talking about changing the Apple ID used for purchases in iTunes? If so go to 'Settings->iTunes & App Store-> then 'tap' on the Apple ID that appears and click Sign Out on menu that appears. You can now login with a different Apple ID.
