How do i change my Itunes payment method from Visa to None..?

Ok..so I originally had my credit card on there, but when it got maxed out, I changed it to a prepaid Visa card that I got for Christmas. The Visa card is now maxed, and my credit card is still maxed, and apple won't show 'NONE' as a payment option. I have had the option available once before, but i have no idea how i did it. How do I get 'none' to show so I can download free apps and update my other ones again? It keeps saying that the card is declined. Well of course it is, it only had $5 left on it, but now that its done with i wanna take it off. I dont have another card to put in its place that would work. Someone please help..This is so annoying. I know that there are already questions out there that are something like this, but none of them answered in a way that would help me.
PS. Do you think it would make a difference to create a new apple ID and just use that if i cant get the payment method to say 'None' again? When you first make a new account, is 'none' an option?

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
The payment methods that are available in your country will show on your account. If debit cards aren't available on that screen then you won't be able to use it as your payment method.

Assuming that you want help and that you aren't just copying-and-pasting that thread's title and posting a link to it, then have you tried the steps on the post that I linked to in my first reply on that thread ?
If you don't get the 'none' option when trying those instructions then you will need to enter credit card details before you will be able to use the account - when you've entered credit card details you should get the 'none' option and be able to remove your card details.

As I understand you have a restriction on your PayPal account, unfortunately this is something Skype can't help you with.
But you can try alternative payment methods: www.skype.com/intl/en-us/prices/ways-to-pay/
Another option is to let your friend set up Skype Manager account, purchase credit there and allocate it to you: https://support.skype.com/en-us/faq/FA10519/What-is-Skype-Manager-and-how-does-it-work

Have you created the account? If yes, the following procedures cant be applied. You have to open a new account for this to work!
In your PC:
1.Open iTunes and navigate to App Store!
2. Sign-out of Apple ID.
3. Upon seeing a free app, you'll notice that a button named FREE is displayed beneath so when you click it, it downloads automatically.
4. Click it, now a dialog box opens up asking you to provice your Apple login details, in that box you'll notice the option named CREATE AN ACCOUNT, click it and create a new ID.
5. On the payment page, there will be an optin named NONE, select it and complete the registration.
Its done.

my ipad 2 originally had a road runner email and id. I no longer use their service and cannot log into itune or apps to update appllications. it is ios 8.1. You should be able to update the primary email address (the rescue email address is not used as the account's id) on an account by logging into the account via the 'manage your apple id' button on http://appleid.apple.com, logging in via the Store > View Account menu option on your computer's iTunes, or by tapping on the id in Settings > iTunes & App Store on your iPad and logging into it.

Do you mean that you've updated your existing account, created a new account, or want to do one of those ?
If you've updated your existing account then to get that update reflected on an iPad, iPhone and/or iPod Touch then you may need to log out of the account on the device by tapping on the id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in in order to 'refresh' the account on it.
If you've created a new account then you can log out and back in similar to above (and via the Store > Sign Out menu option on a computer's iTunes), but any content that you purchased/downloaded via the old account will remain tied to that old account, and only that old account can authorise its content on a new computer, redownload it and download updates to its apps.
If you want to update your existing account to have a new email address on it then you can do so via this page : http://appleid.apple.com
