How do I change my iTunes security questions if I can't access a rescue email and my Apple ID is locked

i tried to buy music and don't remember my security questions I cant access my rescue email and my apple id was locked because I answered the questions. Incorrectly how do I unlock my apple id and change my questions I just want to purchase music somebody please help

I have been trying to buy things off of the app store for a few months now. Every time I am asked to answer my security questions, I will asnwer them (I know they are correct answers), but it keeps telling me they are wrong and then I get locked out of my account. I've tried looking up how to reset them, but when I go to do it, I dont have the option to reset, or even have a rescue email. I dont even recall having the option to set up a rescue email in the first place. On top of all this, apple's support is so inconvenient, I dont usually have the time to call. Has anyone else been having this problem?

If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset - you might be able to set a time to call them when you're able to.

They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
