How do I change my recovery password with out answer to questions

This is more of an Apple ID question
I want to make an in app purchase
It's asking me questions that I don't remember the answers to… Favorite teacher?!
The email I have to change those questions and answers is no longer available to me (why can't I do that with just my regular email login?)
And my able to change that recovery email without knowing the answers to those privacy questions?

According to your description, I assume you have forgotten the administrator’s password. If you have another administrator account, you can use it to reset the password.
If you don’t have another administrator account, then there is no Microsoft recommended way to reset passwords due to security considerations.

I recently bought an iPad and cannot purchase anything from the App Store as I don't know the answer to the security questions and the email is inactive. Help?

If the old ID ("email address) is yours, and is an ealier version of your current iCloud ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

don't think that's possible your login if you are administrator on the computer is what goes in the keychain too
if you want to give access to people to the computer whom you do not trust with the keychain access then you should consider making user accounts for them with the rights you choose
