I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

please help meIf you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should work : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

You might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
You might then need to log out of your account on your phone by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6+) and then log back in so as to 'refresh' the account on it
