I have recently changed my billing information and I want to change my VAT information too ON my Adobe CC account
I have gone through all the FAQs in the support section on Adobe.com and I didn’t find how to do it
Can you please help me with this?

Have you created the account? If yes, the following procedures cant be applied. You have to open a new account for this to work!
In your PC:
1.Open iTunes and navigate to App Store!
2. Sign-out of Apple ID.
3. Upon seeing a free app, you'll notice that a button named FREE is displayed beneath so when you click it, it downloads automatically.
4. Click it, now a dialog box opens up asking you to provice your Apple login details, in that box you'll notice the option named CREATE AN ACCOUNT, click it and create a new ID.
5. On the payment page, there will be an optin named NONE, select it and complete the registration.
Its done.

How can I change the "short name" of my account?

I want to change the short name of my account because when my dad bought this computer for me he set up the account with his name as the short name and it has been bothering me ever since.
When I go to system preferences and then accounts my account is listed and when I click on it under password I am able to change my name, but not my short name because it is greyed out and cannot be clicked. Follow these steps to change the primary email address for your Apple ID:
Go to My Apple ID (appleid.apple.com), click "Manage your Apple ID," and sign in.
With the Name, ID, and Email Address drawer selected, click Edit next to Apple ID and Primary Email Address.
Enter your new email address.
Ensure that the email address you enter:
Is one that you regularly use since this will be the primary email for your account
Is a valid email address
Is not already associated with another Apple ID you have
Is not an address that ends in @mac.com. @me.com, or @icloud.com
You will be asked to verify the email address to confirm that you can access it and that it belongs to you. When you receive the verification email, click the Verify Now link and sign in using your Apple ID and password to complete the confirmation.

Unfortunately, I know you can't merge Apple IDs. I'm not going to replace my current domain email, I'm only going to use my iCloud email. Since I already have an iCloud Apple ID (a second Apple ID), I don't have anything else to use to change my Apple ID email address.

I have two different apple accounts because the original one I no longer have access to the email address. For a long time I was able to continue to update my apps because I knew the password. However now it keeps telling me that the password is wrong, and tells me to change the password. However that must be done through the email.
