How do I clear a "Not Enough Storage" message on my iphone 4s

I have a message that will not clear it says" Not Enough Storage" " This Iphone cannot be backed up because there is not enough iCloud storage available.  You can manage your storage in Setting."  There is a Close button and Settings button but neight of these do anything.  The phone seems locked up.
When I go to the cloud there is only contact saved and not that may.
Any ideas how to clear the phone without doing a Restore.  I dont want to lose all my Apps.

I saw a tip to hold down the button on the front and the top power button simultaneously and that powered off the phone and cleared the message.

    Not enough storage space. Do you backup to icloud? When you plug your ipad into charge it backs up to icloud. Your out of icloud storage. Could be the reason.
    Locked....hmm... Did you try a reboot? Hold the home and power button(same time) till the screen goes black and apple logo appears. Ignore red sliders.

    I have a computer that the motherboard died a couple of weeks ago. The motherboard and processor have been replaced as well as upgrading the ram from 4 gb to 12. We were able to use the old hard drive with no problems, maybe, just booted it up yesterday and am still working things out. Photoshop cs4 was installed on the computer and it seems to be working fine, except that I'm getting "not enough storage" messages when I try to do things I was able to do before the colapse. One thing I've noticed is that in the 32 bit version of Photoshop preferences it shows around 3 gb of ram available while the 64 bit version shows the full 12gb. Is this typical? and if not why would it be showing up this way?  I'm not sure that has anything to do with the problems with bridge it is a stand alone program now. Anyway, does anyone have any idea what could be the problem with this? Would uninstalling and re-installing the programs help?
    Windows 7 Home Premium  64 bit system
    12 GB RAM
    I'm not sure what else would be needed about the computer, let me know if there is anything else.

    Is the "not enough storage" error message showing up in Bridge or Photoshop? I ask that because it seems to be a Bridge error message and the Bridge forum could better handle that.
    If Photoshop is giving you this message, check your Preferences > Performance and see that the ram allocated is not more than 65-70% of total and look at your scratch disk allocation in that section as well.
    I would also consider resetting Photoshop's preferences. Sometimes that clears up problems, and of course be sure you install the latest CS4 updates.
    I'm assuming you have to use 32 bit Photoshop CS4 (example32 bit third party plugins).  If not use 64 bit CS4 and see if that works.
    I'd heed the upgrade advice as well. After December, CS4 to CS6 upgrade price will increase from $200 to $700.

    A reset may help: Tap and hold the Home button and the On/Off button at the same time for approximately 10-15 seconds, until the Apple logo reappears. When the logo appears, release both buttons and await restart.

    I upgraded to IOS 6 and since then have not been able to use my iPad.     These "4,000 photos" in your camera roll? If so, import them to your computer, then delete them from your camera roll. Camera roll photos are included in the iPhone backup. If you want photos on your phone, sync them to your phone, don't keep them in your camera roll.

    No. iCloud will not sync contacts from external services such as Hotmail.  If you want to sync your Hotmail contacts with iCloud you will have to copy them to iCloud, then turn off contact syncing with Hotmail so you don't see duplicate contacts on your phone.  To copy them to iCloud, do the following:
    Go to Settings>iCloud, turn Contacts to Off, choose Delete from My iPhone when prompted (if you have any contacts in iCloud they will still be there).
    Download the app My Contacts Backup.  Use this to backup the remaining contacts on your phone from Hotmail as a vCard attachment to an email that you send to yourself.  Confirm that you have received the email.
    Go to Settings>iCloud and turn Contacts back to On.
    Go to Settings>Mail,Contacts,Calendars>Default Account (in the Contacts section), and confirm that this is set this to iCloud.
    Go to Settings>Mail,Contacts,Calendars...tap your Hotmail account and turn off contacts syncing with Hotmail.
    Open the My Contacts Backup email and tap the attachment to import the the Hotmail contacts back to your phone and to iCloud.  You should now see all your contacts on icloud.com.
