How do I close all tabs in safari

After using safari for a short while I many times have a lot of tabs at the top of my safari screen. These stay up there even after I quit safari and come back later. I know this looks like a good thing if I wanted to go back to a page I looked at earlier but I usually just manually close each page one by one until they are all gone. Between favorites, bookmarks, home page icons that I create etc. I can pretty much get to most things I want to get to very easily. Of course I also use history to do this as well.
My question is this: is there a way to clear all of the open tabs at the top of a safari screen with only one or at most two taps?

I appreciate the answer but that does not address my specific issue.  Your way does work. I'm looking for a non "invasive" way to accomplish a simple task.  Your description of what to do is perfectly acceptable to me as a way to fix something that is broken or confused in an application. But clearing cookies a few times a day and going through settings over and over for what I consider a simple operational housekeeping task is overkill. That does bother me. It seems intuitive to me that accomplishing something as simple as closing all of the tabs is something I should be able to do "right here" while I'm in the app. I like to keep things tidy on any computing device I use. I'm kind of old school that way.  This is not a major problem. It's just one that irks me because I make minimal use of tabs and I wish I had more control over their behavior.
In poking through the boards I see that this is the only way to accomplish this task. That's pretty silly IMHO.

    Go to Tools | Add-ons | Plugins ans disable "My Web Search". This program is spyware and will cause you all sorts of problems. After you disable it, go to Add/Remove Programs and uninstall it.

    Under the History menu is an option to reopen all windows from last session. That may do what you want to do.

    To close the tab you're viewing, you can press Ctrl+w. Does that still leave an uncloseable tab? Is it a built-in page or a page on the web?
    There are many methods to delete history in Firefox. Which is the one you're using to clear history? Is it one of these?
    * Menu: History > Clear Recent History
    * Library dialog (Ctrl+Shift+h): select entire list > right-click > Delete this page

    Well, the plist key is ConfirmClosingMultiplePages in com.apple.Safari.plist.  Unfortunately, it is set to <true/> just like in 10.6 and it doesn't work.  It could be a bug, but given that is removed from the UI, they might have just dropped this feature and the key in the plist is just a leftover from 5.0.
    I've filed bug rdar://9844047 on it, we'll see if it gets closed.  I guess I just need to get out of the habit of using CMD-SHIFT-W.  Of course, the other thing I used it for was as a confirmation before quitting Safari in case I accidentally hit CMD-Q instead of CMD-W.  Although that isn't really the intended use case, that is what I miss the most (Reopen All Windows $ucks when you have a lot of them).

    Mr. Davis answer is essentially what that extension did.  I thank Mr. Davis for this answer as I was not aware of this method.  I only brought this up becasue in Lion there is a nasty habit of Safari opening all previous tabs that where not closed when shuting down the computer.  This can cause a long delay in opening Safari becasue of all the tabs opening up.  The "close all tabs" exstension stopped all this opening process.  I have to assume that Apple replaced the extension with the process that Mr. Davis describes, however, the extension was a lot faster. By the way, I have this extension still and I still use it. I just wanted to pass it on to some other users, but guess I will have to give up on that idea.

    Hi - it still did not contain a precise response to my problem. But then I wandered around some more in the Tools option and found "always show the tab bar".     I don't know whether that is a built-in option.
    Perhaps you can get used to a different way of closing tabs... You should have a small "x" on each tab, or you can right-click a tab and choose Close Tab, or you can press Ctrl+w to close the currently displayed tab. What do you think?

    You can set the warn prefs on the <b>about:config</b> page to <b>true</b> via the right-click context menu or toggle the value with a double left-click.
