Background updating of weather and stocks is defaulted to on, which means it's continually going out to update. May not be something you need.

    You're nearly there:  Home button twice to get the list of recently used apps (they're not running) and swipe the large thumbnail above upwards to remove the app.   (99% of the time this activity is unnecessary.)

    To quit running apps in iOS 7 takes one less step that in the old days of iOS 6. Double click the Home button to show the screen with running and recently used apps. Each app icon will have a sample page above it. Flick up on the page (not the app icon) and the page will fly away and the app icon will disappear. This quits that app.
