How do I combine my two iTunes accounts?

I had one iTunes account a few years back when I had an iPhone and have several purchased movies and music but I can't get into that account.  I must be trying thr right password.  Anyway, my husband bought me an iPad for my birthday and I set up another iTunes account to download games.  Some of my music came over... like 4 songs.  Very wierd.  Anyway, I'd like to get those movies on my iPad but when I go to purchase them it says I already bought them.  This is so frustrating can someone please tell me what to do? 

I don't know if this will help but I had a similar problem. When I set up iCloud on my iPhone4, I could not use my existing Apple ID for iCloud because it was not an email address. After making some purchases on the music store I tried to see if I could download some old purchases but they did not show up. I asked the iTunes store support person about how to fix this, if I could combine the 2 Apple ID's and I was told know, but I could switch the Apple ID on my Mac iTunes and download the old music then sync it with the iPhone. I responded that they were missing my point, that I wanted to be able to download any purchase I have made in the past to my iPhone, otherwise, what was the point of iCloud anyway.
I discovered, by accident really, that although I couldn't switch my Apple ID on the Music store on my iPhone, I could switch the Apple ID using the settings for the App Store. This ended up having the same effect so I was able to download my old music directed to my iPhone without using the iTunes on my Mac.

    I have an address that I use in two different counties. How do I set up two iTunes accounts; one for each country.

    iTunes accounts are not designed to be used in multiple countries.  It affects a few people but probably makes it simpler for Apple given the complexities of international copyright.
    You would have to set up a separate account for each country with a different AppleID.  Each account would have to have separate credit card information for a CC issued in that country, with a physical address in each country.  If you do this, remember that items purchased under one AppleID are not transferable to another.  Then too you will have issues with authorizing your computer for  downloads (a 90 day wait period for changing authorizations).  There's a host of issues with having purchases scattered between multiple accounts.
    You can change country for a particular account, again once every 90 days if I recall correctly.  However, that has its own set of issues which people have encountered when trying to do something such as update an app that is only available in the other country.
    You could likely make it work 90% but it won't be simple.
    Technically you are not supposed to use an account while out of the country. People seem to get away with it but Apple can do things to stop you.  E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations.     Items purchased from the iTunes Store are permanently associated with the account from which they were originally purchased.  Apple provides no way to change this.
    However, if you wish to put content from two accounts into a single iTunes library, you can easily do so.  Use the command File > Add File (or Folder) to Library.

    I have the same issue, but it seems that Apple will not let you merge itunes accounts.  Refer to this FAQ, specifically the text below:

    Now I have to add that this is rather disappointing as I have some purchases on my old itunes account which I would like to merge into my current iTunes account (which was created due to an oversight).  The oversight was, I thought my original iTunes was converted to @me.com one when I signed up for the 90 day trial to use mobileme services.
