How do I completely wipe out old email account info?

I periodically have problems with my ATT email account and it quits downloading incoming mail to MacMail. ATT swears it is not their problem even though it isn't happening with any other email account but ATT. I don't have problems sending mail.
In the past I have fixed it by deleting the old account and going through adding it back as a "new" account to set it up again. In the past the 'Add Account' process would take me through setting up the imap mailbox and server, then go to the smtp setup. I have had to do this numerous times in the past - every few months.
But this time the first "Add Account" screen already displayed the email address (even though I deleted the account). And as soon as the imap info was entered the "Add Account" process appeared to complete the smtp setup automatically as it displayed the completed screen.
After that MacMail went through what appeared to be the downloading of emails into my inbox (several thousand of them). The bar in the "Mail Activity" area in the lower left corner continued to move across and the number of emails remaining was displayed.
In spite of that, the emails never showed up in my inbox. Oddly, the "Notes" from my iPhone (which are sent to my email automatically) were downloaded - just not any of the emails. I can send emails.
The ATT webmail is still showing all the emails and I can send and receive from webmail. I just can't download into MacMail.
It appears that somewhere in all the system stuff my Mac is retaining some ATT information and pulling that information instead of starting from scratch and truly setting it up as a new account. Where is all that old infor stored and how do I completely get rid of it?
Oddly, at the same time I was having the problems with my Mac, my iPhone stopped downloading ATT email as well. I was able to fix that by deleting the account and setting up again.

    You can't unless you have a bootable system on an external drive you can use. Otherwise, you need either the original disc that came with your computer or a retail copy of Snow Leopard DVD. The latter contains 10.6.3, so your model must be capable of booting from that or an earlier version of OS X.

    I was asked to update a password to our company email account and I updated.  Then I had to update the password on my iphone.  Now my iphone won't send any emails out because it is asking for an update to an email account that was never associated with this iphone (the email account was from a former employer).  It must have been restored or synced to my iphone or tied to iTunes through syncing.  I deleted the old employer phone from itunes when I left the job and purchased a new iphone.
    But now my new iphone is not sending emails because it says that the old email account does not recognize the new password.  And there is no old email account to delete.  I've looked in my itunes acccount to try to delete there as well and can find nothing to delete from the old account.

    I would next reset the network settings on the phone, in case there is some info there that is stuck and causing the issue:
    Reset network settings by tapping Settings > General > Reset > Reset Network Settings. Note: This will reset all network settings including:
    previously connected Wi-Fi networks and passwords
    recently used Bluetooth accessories
    VPN and APN settings
    iOS: Troubleshooting Wi-Fi networks and connections

    I would also check these locations to see if the account is signed in anywhere else as an Apple ID in your Settings:
    iCloud
    iTunes & App Stores
    Messages
    FaceTime
    Game Center
    If not I would as a last resort, backup your iPhone with this article:

    You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

    If your device is signed into an old iCloud ID that is an earlier version of the ID you want to sign in with, do the following:
    If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID.  If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
    Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Click edit next to the primary email account, change it back to your old email address and save the change.  (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.)  Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID).  Then save any photo stream photos that you wish to keep to your camera roll (unless you are using iCloud Photo Library).  When finished go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https://appleid.apple.com and change your primary email address back to the way it was.  Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device).

    OK that's what Ithought you were talking about.
    You can't actually delete an old Apple ID. You just sign into the new ID to use that one. Your old ID must be popping up because you used it in the past to purchase content with it. You cannot transfer purchases from one Apple ID to another Apple ID. You have to continue to use the old ID if you want to update content that was used to purchase with that ID.
    Did you sign into your new account in the settings and you can't stay signed in?

    You can't delete an existing account, you can only choose to stop using it.  It will still be there should you decide to use it again in the future.

    You have to open iTunes -> click iTunes Store and login with the old email and then logout -> Now login with the new email that you want and connect your iPhone via USB to your computer and synchronize your iPhone with new email.
