You do not need the airport utility. That is to configure an apple router. But if it is configured you just join to its wireless.
The easiest way to connect the ipad to the computer is to plug it in via the USB cord.
(That is assuming you have a Mac I guess).
To access files on a computer you need to download a file browser.. eg filebrowser.
To access things like itunes you should be able to do more directly.
What wifi router do you have?
Much easier with apple equipment to join with Apple wireless routers..

Use a neighbors or something. You can use any computer to update and restore it. Once it's to the startup screen your good to go. Yes the apple store can help you too.

The photo sync is one way - computer to ipad.
You can transfer itunes purchases. Without syncing: File>Transfer Purchases
Copy everything from your backup copy of your old computer to your new one.

It sounds like you would like to sync your phone to your new computer. I would start by using the following article to transer your iTunes and App Store purchases to your computer from your phone.

Note: If you had content that was not purchased from the iTunes Store you will need to re import the content from its original media, to your iTunes library separately.
Then backup your device to iTunes with this article:

After your puchases are transferred, and your device is backed up you can Erase and Sync the device, and restore your backup to it, that way moving forward you can sync it like you used to.
