iOS devices can only print directly to AirPrint printers. All AirPrint printers are wireless but not all wireless printers are capable of using AirPrint.
To print directly from an iPad / iPhone you will need an AirPrint compatible printer or another device to act as a print server. That can be a Mac computer running Printopia ($19.95 with free trial) or handyPrint (donation - supported). The Mac must be "on" but may be asleep for them to work. Equivalent PC options may exist but you're on your own finding them.
You can also buy this standalone print server:

The xPrintServer Home Edition will support a directly connected USB printer. The Network Edition will support any network printer.
These options enable you to use any printer available to your Mac, even older ones that may predate AirPrint by decades.
Otherwise you will need to buy an AirPrint printer or multifunction device.

Add to Templeton's post: Never hurts to power down the iPad, count to 10, then turn it on again. When my iPad loses touch with our printer, we power cycle the iPad, and that normally fixes the issue. Also review the link in Templeton's post.

If it is not - you have to purchase a third party app in order to use it with the iPad. If it is on the list, it is AirPrint compatible. If it is AirPrint compatible, then surely there have to be instructions included that tell you how to set it up to work with an iOS device. -

this may not beyour problem but i have 2 networks on my router ( an airport express) - my network and 1 i setup for guests. sometimes the ipad switches on its own to the guest network which my wireless printer is not on so if i try to print something i get the no printer found message - almost excluseively that indicates the ipad has switched networks - going into settings and switching the wifi network back to the one the printer is on fixes the problem

If it says there is no sim card installed it either can't find one physcially, or the card moved and lost contact or has failed. A new sim card can be obtained form your Mum's cell/mobile carrier if needed easily.
However this is irrelevant to whether or not the iPad can join a Wifi network. Its 2 different things.
For now ignore the Sim card message and just try to connect to her Wifi network. It is independent and should function regarldess of the sim card status. -
