How do I create a form that 2 departments can edit

I am trying to create a document for Manager A to partially fill out, save and send to Manager B to completed and send off to Manager C. Can this be done with Adobe forms? I have the form created and have clicked save and entered the email address I wanted to send it to. But once we opened the form again it redirected us back to the dashboard and all the information was gone on the form.
Can someone please help me, I would be grateful.

A workflow for form filling where multiple users fill out the form is not something we support - however it can be accomplished using our "Save Web Form" feature, which is what it sounds like you are trying to do.  See this tutorial on using that feature: http://forums.adobe.com/docs/DOC-4135
When you say "But once we opened the form again..." it sounds like you are opening the URL to the form from when you were signed in creating the form, and not clicking on the link in the Email that you are sent with the saved form to complete...  There would not be any data in the form after a user does a "Save Web Form", no data is sent to FormsCentral until a user clicks "Submit".  Clicking on the link in the saved form email should retrieve the partially filled form for the next user in the workflow to continue and then either save again and email to the next in the work flow, or submit.

    There's no built-in way to do that, but it's probably doable using a custom-made script to hide and/or lock the fields.

    Interactive forms cannot be saved locally using Reader. To do local save you either have to have Acrobat on each desktop or have the form Reader-extended to enable local save in Reader. A form is Reader-enabled using the LiveCycle Reader Extensions server component.

    It should only say that when used with Reader versions prior to version 11. If you have Acrobat, you can Reader-enable the form, allowing it to be saved in versions prior to 11, and 11 as well. Exactly how you do this depends on what version of Acrobat you're using:
    A9: Advanced > Extend Features in Adobe Reader
    A10: File > Save As > Reader Extended PDF > Enable Additional Features
    A11: File > Save as Other > Reader Extended PDF > Enable More Tools (includes form fill-in & save)

    In Acrobat you can Reader-enable the file. For Acrobat 11, the menu item to do this is: File > Save as Other > Reader Extended PDF > Enable More Tools
    Do this as the last step before you distribute the form. Note that this isn't needed for Reader 11 since it is capable of saving a non-enabled PDF form that was created with Acrobat (as opposed to LiveCycle Designer).

    This isn't something that you can set up in FormsCentral. It's possible to something similar with a form you create in Acrobat and use with FormsCentral, but there is no sort of built-in graphing control. The bar graph could be implemented with some JavaScript that controls annotations or fields (buttons) and perhaps some text fields.

    You cannot create a Form from code at run time. 
    For one thing, the user running your application will, almost certainly, not have  a copy of Visual Studio to hand with which to build anything.  (Not that you actually need 'Studio at all; Notepad and csc.exe are all you actually
    need), but that's another story).
    You can do this with an awful lot of pain, using the innards of the compiler from iside your own program, compiling the new Form's source code on the fly and then executing the resulting assembly within your application.  IMHO, that's a simply terrifying
    prospect especially as the code you will be compiling will be on someone else's machine and over which you will have absolutely no control.  If you're lucky, they'll spell something wrong and it won't compile.
    The "usual" way to do this sort of thing is to create additional, "plug-in" forms as library assemblies and have your program load and execute these at run-time.

    If the end user is using Adobe Reader to fill this out then no, it isn't possible.
    I can say whether it would be possible if all parties are using Adobe Acrobat but I doubt that it is.
    You chould probably look in to creating a web application that can generate a PDF.

    OK - let me ask you first, how are you delivering your form to others to fill out, are you using the URL so that they fill out the Web/HTML form?  Or are you downloading a PDF of the form that you email to people to fill out?
    I think you are likely using the URL (Web Form on the Distribute tab), in which case you want to set the "Form Width" to something wider than 700, that setting controls the width of the form in a web browser.  That controls the width so you can get more of a landscape appearance, you would also add "Page Breaks" where you would want the pages to end so they look the way you want them to.
    If you are using PDF let me know and I will share additional info.  The "PDF paper size/orientation" settings in form setup are for the PDF only and you won't see those changes in a web form.
