Try the elliptical marquee tool. It is usually the second tool from the top. You may need to right-click on the rectangle marquee as the tools are nested together. Hold down shift and drag over your image to get a perfect circle. Press Ctrl+J to create a new layer and turn off the background layer by clicking the eye symbol.

    There are many ways to crop. Here is one which offers lots of flexibility. No doubt other readers of this forum will offer other suggestions.
    Your picture when loaded into PSE has the default layer named "Background". First thing is to convert it to regular layer by renaming it; double-click it and enter the new name or simply accept the default name "Layer 0".
    Next, active the Elipse tool.  Holding down Shift, draw out a circle approximately the size you want (Shift forces the ellipse to be a circle). This creates a new layer named "Shape 1". Don't worry that the circle is a solid color and not in the exact size and position you want; we will fix this is a moment.
    Move the shape layer below the picture layer and group the 2 layers.The picture will now be cropped into the circle, with a checkerboard background indicating transparency:
    The nice thing about this method is that you can now resize and reposition the picture precisely where you want it within the crcle.  Select the Move Tool and with either layer activated use the mouse and/or arrow keys to reposition the picture. To resize the circle, with the Move tool selected activate the picture layer and while holding Shift drag any of the corner handles to resize (Shift preserves the circle). If you want to reposition the circle-picture combination within the picture's canvas, link the 2 layers and use the Move tool with mouse or arrow keys.
    If the picture is to be used for an application that requires transparency (such as MS Word document, Web page, greeting card program), save it in a file type that supports transparency. PSD, TIFF, PNG, GIF, EPS support transparency.  JPG, BMP do not. If you save it as jpg for example, you will not have transparency but instead a white background (which is maybe what you wanted in the first place). If you want a different color background add a blank layer at the bottom of the stack and fill it with your color:
    Like I said, there are other (and easier) ways to crop but this offers the flexibility of resizing and positioning.

    1. Create a square canvas.

    5. Copy the selection to the clipboard (Edit > Copy).
    6. Deselect the selection.
    7. Paste from the clipboard (Edit > Paste). The pasted circle (Layer 1) will be centered.
    8. Delete the original circle layer.
    NOTE: Step 6 is the key. This guarantees that the pasted circle will be centered.
    If you want a circle completely within a square you can simply draw and simplify a circle on any shape canvas. Ctlrl-click the circle to to select it and copy to the clipboard.
    Then do File > New from Clipboard. This creates the circle cropped to a square on transparent background.

    I have an iMac 27-inch, mid 2011. I purchased the machine in October 2011.
    I have always looked after my screen by protecting it from dust with a light cover but suddenly today I notice three perfect circles - like suction cup outlines. Two of them are identical in size 5cm across sitting side by side. The other one is in the left bottom quadrant and is about 3cm across - looks like there may have been writing across the top arc but is too small to make out.
    I am assuming these marks are from the manufacturing/assembly process when the glass was suction-cupped to put onto the machine. Why have they become visible suddenly now nearly 4 years later?
    I tried to clean them off with a isopropyl alcohol free wipe but nothing comes off. The circles are also casting a shadow onto the screen contents. There doesn't appear to be any raised surface to these marks.  They don't budge. But now I have like a white cloud of where I tried to clean them off when the screen was on and hot. I'm hoping this doesn't last.
    What can I do?

    Additional note to my above query...
    The screen has a large amount of what looks to be condensation - that appears like a big milky cloud - this slowly shrunk and then disappeared after shutting down.
    How is there condensation in the centre where the circular suction cup marks have suddenly appeared? Is my screen laminate separating or something?

    I put a white rectangle over what I wanted to crop out of the pdf I was working on.
    Not a  proper solution, i then needed to use "export as PDF" of my PDF so that the next user of the document couldn't simply lift off the rectangle I had put on the document to cover what ideally I would have removed.
    Add mark up is something else I tried, to black out the text that I wanted concealed, but we are limited to a slim choice of colours, not including black.
    I would like to see a function "crop" with "crop inside" and "crop outside" options. I am not familiar with Adobe or other software. Presumably since they invented it, Adobe is the place to go if you have repeated exercises requiring meddling with Adobe documents.

    I've never seen this issue, and I handle many iPads, of all versions. WiFi issues are generally local to the WiFi router - they are not all of the same quality, range, immunity to interference, etc. You have distance, building construction, and the biggie - interference.
    At home, I use Apple routers, and have no issues with any of my WiFi enabled devices, computers, mobile devices, etc - even the lowly PeeCees. I have locations where I have Juniper Networks, as well as Aruba, and a few Netgears - all of them work as they should.
    The cheaper routers, Linksys, D-Link, Seimens home units, and many other no name devices have caused issues of various kinds, and even connectivity.
    I have no idea what Starbucks uses, but I always have a good connection, and I go there nearly every morning and get some work done, as well as play.
    You could try changing channels, 2.4 to 5 Gigs, changing locations of the router. I have had to do all of these at one time or another over the many years that I have been a Network Engineer.

    Note the "Size" read out on the crop popup this tells you the size your cropped image wil be. eg. The image here is a 21 megapixel image, cropping the image like so reduces the file size to 5MP, your exported file size can only be a max of this 5MP.

    I am trying to make a holiday card.  The Front has pictures running up and down the left and right side. In the middle is the rough 3.5 x 5.5 opening that I would like to place the 3 person picture in.  Problem is, only two of the three kids in it fit.     Well, I wouldn't go that far.. the G5 Quad is still a very capable machine.. A machine is obsolete only if it fails to do what you want it to do, and those at TenFourFox would argue your point.. as far as an ipod or ipod touch? Why bother when I can charge it in the wall rather via from the computer's USB port. Ok I decided that I can turn my mac pro into a 24 hour/seven day a week hosting server for all my computers.. It won't use more than 1 core, but at least it will allow me to host 1000's of files and backups of all my original software on all my machines.
    To Apple, the Quad maybe obsolete, but to me it is far from it as it runs just as it did when it was brand new. It is semi brand new anyway.

    When you crop, the only control is the aspect ratio. You can crop an image with a custom ratio by selecting "custom" at the bottom of the aspect ratio popup menu in the Crop HUD that appears while in the Crop command.
    The size only matters when you print the image. In the print dialog you can set the size in inches of the printed image. The dpi of the printed photo will depend on the pixel size of the image divided by the printed size in inches.
    If you want to control the exact dpi of the printed image, you'll need a pixel editor such as Photoshop.
