I told you that you cannot delete an iCloud email account in my second reply, immediately after you clarified that you were referring to iCloud.com, not the Windows Live Mail application you actually mentioned in your first post. I also provided a link to instructions showing you how to restore the connection between Windows Contacts and Windows Live Mail.
I cannot help but note that it is absolutely absurd to not allow the deletion of an email account in an ISP or Cloud environment.

But you can create an @icloud.com email alias address to use that will receive email in your current inbox (see http://support.apple.com/kb/PH2622). (Note: alias addresses cannot later be used to create a new iCloud account, nor can they be moved to another account or be reactivated should you ever delete them.)

While you can turn off or delete an email alias that your create, you cannot delete an @me.com or @icloud.com address. You can only choose to stop using it. If you want to stop using iCloud email completely, go to Settings>iCloud and turn Mail to Off.

If not, what are the best ways to go about deleting the account without harming the files on the server (in turn deleting all my email from synced iCloud devices)?

I have an Apple ID that is used mostly for iTunes. My son has an iPod Touch and wanted to create an iCloud email address to use on his iPod. since I posted this question (above), I have read many other questions posted and it seems I am not alone. Seems Apple will not allow people to delete an iCloud email address completely from existence! You can delete it from devices but not from the Apple ID account. What a disappointment, really. In my opinion, the "user-friendly" Apple is really frustrating people who simply want to be able to manage their email addresses for various, valid reasons. Email addresses that have been created should be allowed to be deleted by the creator! Other email services allow this!
One idea I have that may help others in my situation: Rather than delete my son's iCloud email address from my Apple ID account, so that his emails come from HIS name not MINE, I might try to just change the name on my AppleID account from mine to his. He can create a new password too. Then, in the future, if I want to recreate my own Apple ID, I will.

You can't change the icloud email address without creating a new iCloud account. You can, however, create an alias address with the correct spelling. It will operate just as your current address does, receiving email in your curren iCloud inbox. Just don't ever delete the alias or you won't be able to reactivate it. If by "email address" you mean Apple ID, you have to go to Settings>iCloud and tap Delete Account, then sign back in with your updated credentials. This will delete the account any your synced data from your iPod, but not from iCloud. Provided you are signing back into the same account and not changing accounts, your data will be synced back to your iPod when you sign back in.
If you are changing to a new account, be sure to choose Keep on My iPod when you delete the account. Then choose Merge when you turn on your iCloud data syncing with the new account.

Well you can change the email ... you can also delete your apple id. If they said you can't you should ask for a senior advisor because I know you can change your email as long as it's not a mac.com, iCloud.com, me.com or any apple email.
So are you wanting to just change your email that you use as your apple id? If so just go to applied.apple.com click manage your apple id and then sign in. you should have the option to change your apple id by clicking edit.
