How do I delete the factory app settings on my iPod Touch? For instance: I don't want the app "Stocks" to appear on my screen any more. Is there a way to delete/hide it?

The built in Apps can't be deleted, but they can be moved to an unused screen. You could create a folder of all unused Apps and move it.

Apps downloaded from the Mac App Store: Click the Launchpad icon in the Dock, hold down an app’s icon until all the icons begin to jiggle, then click an app’s delete button. If you later want the app, you can reinstall it from the Mac App Store.
To reinstall an application you previously purchased or downloaded, simply navigate to the Mac App Store and visit the Purchases tab:

There is nothing that you can do to get rid of the balance on your own. Contact iTunes Store Support and seek their assistance. I believe that they can reset your balance for you.

You can't delete the app iMessage.
You can turn it Off or "hide" it with Restrictions.

Default apps are part of the iOS and cannot be deleted. Search all home screens and all folders and/or search for it with Spotlight, that will tell you what folder it's in.
Also check Settings > General > Restrictions to see if it has been restricted.
If not found, Settings > General > Reset > Reset Home Screen Layout.

The only way your child could have installed an app from the App Store is that he or she has access to your Apple ID and your administrator account. Give the child his own standard user account, and change the passwords.
