You will need the password. If you can't get it reset via http://iforgot.apple.com (if you remember the answers to the account's security questions then you should be able to reset it via them) then try contacting Support in your country, they should be able to reset it.

To delete photos from your device

The built in Apps can't be deleted, but they can be moved to an unused screen. You could create a folder of all unused Apps and move it.

There is nothing that you can do to get rid of the balance on your own. Contact iTunes Store Support and seek their assistance. I believe that they can reset your balance for you.

Under "contacts" "Groups" I have the "All Contacts" option at the top, underneath that i have 3 empty subfolders that have come in from my PC Outlook program. The only way your child could have installed an app from the App Store is that he or she has access to your Apple ID and your administrator account. Give the child his own standard user account, and change the passwords.
To delete the downloaded app, drag it to the Trash. You may be prompted for your password.
