Having AppleTV remember the password is optional.
Logout of iTunes store, log back in and hopefully next time you come to purchase you'll be prompted for your password but decline the option to remember it. You might also want to look out of parental controls on the unit.

Without you syncing computer, all you can do is to restore the iPod to factory defaults/new iPod. It will be just like it way when new. To do that you have to place the iPod in recovery mode. For recovery mode see:

When you say it doesent recognize it do you mean it doesent apear what so ever in iTunes?, or do you get a recovery screen?
If it doesent apear what so ever try having the iPod plugged in and while it is still plugged in hold the power and home button at the same time for 10secounds and see if the device apears when it restarts.
If the device still doesent apear try another iPod connector.

After that click the restore button in iTunes and wait for the process to complete.
Once it has finished restore the iPod from a backup which can be found by right-clicking the iPod name in the left of the iTunes window.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Tried the on/off button with round button hold for ten seconds, no joy....On/Off turning doesn't solve this Issue.
The only way for that is a forced restore (that means a restore and will delete all data from die iPod).
1. Turn the iPod Off
2. Put the USB cable in ur PC (direct not in a HUB)
3. Press the Home Button
4. Put the USB cable in the iPod (still pressing the Home button)
5. Now the iPod should appear in iTunes > make a restore
