How do I downgrade my storage plan from a computer / other phone? I no longer have anything Apple

I changed my phone and forgot about my iCloud storage but I got an email through the other day to say they had upgraded the storage system and I'd have to pay x amount per month but I don't use it any more... how do I stop this and change my plan on I cloud when I don't have an iPhone any more? When I was upgrading from the iphone 4 to the iphone 5, i uploaded all of the pictures from the iphone 4 to my computer and then added them to the iphone 5. I no longer have the laptop that the pictures were uploaded to (crashed). There are several pictures that I now wish to remove from my iphone 5 that had been uploaded from the old laptop but am unable to do so. I googled it many times and everything says go back and sync via itunes yadda yadda. i get that part, but i don't have access to the photos anymore from a laptop, only on my phone. when i try to select the photos and delete them, the trash symbol is greyed out. any suggestions or am I just stuck wtith these photos on the iphone 5?

Syncing with iTunes is completely separate from and not related to importing photos and videos from your iPhone's camera roll with your computer.
Have you imported photos from the Camera Roll previously with your computer?
What are you using for the import with your computer?
When I import with my Mac, I'm provided an option to delete the just imported photos and videos from the iPhone's camera roll after the import process is complete. If I choose no, with the next import I'm alerted about the photos/videos being previously imported by my computer - do I want to re-import and replace what was previously imported, or ignore the previously imported content and only import the new content that has not been imported.

You can downgrade before the renewal date and it will become effective when your current plan year ends. Make sure you are doing it this way: http://support.apple.com/kb/ht4874. If you are and it isn't working, try contacting the Apple online store for your country for assistance. If worse comes to worse, you can always call the online store withing 15 days after the renewal and request a refund.

As I am on holidays and taking loads of photos I thought a good plan was to load them onto my iPad and then regularly back them up to iCloud. If I do this, do I then delete those photos from the iPad that I have backed up to iCloud and if I delete them from the iPad are they gone forever or can I somehow get them back from iCloud? I'm only new at all of this so I hope someone can assist me. I'd hate to lose all of my photos(I know they are still on my memory stick) but I would like to have them safe and secure and able to retrieved whenever I wish.

In order to downgrade the storage plan on your iCloud account, all you need to do is follow the directions outlined below.
Downgrade your iCloud storage plan
You can decrease the amount of storage by selecting a new plan right from your iPhone, iPad, iPod, Mac, or PC (for example, a 20 GB plan to replace a 200 GB plan). The downgrade will take effect after your current monthly or annual subscription ends.
iOS:
If you're using iOS 8, go to Settings > iCloud > Storage. If you're using an earlier version of iOS, go to Settings > iCloud > Storage & Backup.
Tap Change Storage Plan.
Tap Downgrade Options and enter your Apple ID password.
Choose a different plan to use when your current storage plan expires.
Tap Done.
OS X:
Choose Apple menu > System Preferences, then click iCloud.
Click Manage in the lower-right corner.
Click Change Storage Plan in the upper-right corner.
Click Downgrade Options.
Enter your Apple ID password, then click Manage.

If you reduce your storage plan the data over that amount will be deleted from iCloud. They will not be deleted from the device.
No telling where the removal will start. Could be your movies or your email.

If you purchase a higher-tier storage plan for your iCloud account to replace your existing storage plan (for example, a 20 GB plan to replace a 10 GB plan), the existing plan will be canceled and you will receive a prorated refund for the time remaining. The new storage plan is applied to your iCloud account and the annual payment date is updated to reflect the purchase date for the new plan.
