How do I download past purchases without paying for them again?

I am having problems locating audio files that I previously purchased. Specifically, i purchased and downloaded the entire Ricky Gervais Show series approximately two years ago. When i search for these files in itunes, it only allows me to purchase the items. When i select purchase, I receive a warning stating, "You have already purchased this item, would you like to buy again?" As a test i selected yes, and i was indeed charged money for the download. If itunes recognizes that i have previously purchased the content, why is it not allowing me to download the material again without repurchasing it?\

Most, but not all, content on the US iTunes Store is available to download again through iTunes in the Cloud (a couple notable exceptions seem to be TV Shows that don't have "seasons", such as The Daily Show, Colbert Report, etc.). Which version did you buy on your iPad ? If you bought the HD version then that is only compatible with the iPad, so you will need to buy the iPhone/Pod version (or download the free version) if you want to use it on your iPhone.

Reinstall OS X without erasing the drive
1. Repair the Hard Drive and Permissions
Boot from your Snow Leopard Installer disc. After the installer loads select your language and click on the Continue button. When the menu bar appears select Disk Utility from the Utilities menu. After DU loads select your hard drive entry (mfgr.'s ID and drive size) from the the left side list. In the DU status area you will see an entry for the S.M.A.R.T. status of the hard drive. If it does not say "Verified" then the hard drive is failing or failed. (SMART status is not reported on external Firewire or USB drives.) If the drive is "Verified" then select your OS X volume from the list on the left (sub-entry below the drive entry,) click on the First Aid tab, then click on the Repair Disk button. If DU reports any errors that have been fixed, then re-run Repair Disk until no errors are reported. If no errors are reported click on the Repair Permissions button. Wait until the operation completes, then quit DU and return to the installer.
If DU reports errors it cannot fix, then you will need Disk Warrior and/or Tech Tool Pro to repair the drive. If you don't have either of them or if neither of them can fix the drive, then you will need to reformat the drive and reinstall OS X.
2. Reinstall Snow Leopard
If the drive is OK then quit DU and return to the installer. Proceed with reinstalling OS X. Note that the Snow Leopard installer will not erase your drive or disturb your files. After installing a fresh copy of OS X the installer will move your Home folder, third-party applications, support items, and network preferences into the newly installed system.
Download and install Mac OS X 10.6.8 Update Combo v1.1.

Where is the backup of the media and other important files from the computer? Ultimately, it is the users responsibility to ensure that backups exists. Waiting until there is a problem to decide to do a backup is not smart. Would you wait until a fire started in your home to call the insurance company and inquire about homeowners/renters insurance????
In the event that no backup exists (stop being lazy.... keep backups of YOUR data and other important files):
If you are in the US and running iTunes 10.3 or later, it is possible to redownload music via iCloud from purchased history.
If you are not in the US or for some reason cannot run iTunes 10.3 or later, contact iTunes customer support and ask very nicely for the opportunity to redownload the content. They are not required to provide this opportunity.
It is also possible to transfer content from an iDevice that was purchased via iTunes. On the new computer, sign into the iTunes account, authorize the computer, connect the device then select File > Transfer Purchases.
The simplest method of all is to transfer or copy the media (and other important files) from the old computer or the backup of the old computer. Typing "move itunes library" into the search bar here or into google will reveal step by step instructions on how to do this.

Yup, your question and Diane's answer helped me also. Tho' I had had problems before getting into the iTunes store I always managed to find a way. Today they had me blocked cold with the "Update to 10" advert no matter what I did. Other questioners are being told, incorrectly as it turns out, that they have to update their OS to accomodate iTunes 10 and upgrade to iTunes 10. I did the download which did not take up much more room on my crowded old hard drive and now I'm back in business.

Thanks, I was hoping for something a little more selective that I could do from my computer, but I think this is helpful.
Maybe the best approach to get this under control is:
- Import all photos into iphoto
- Delete all photos per your suggestion
- Selectivly sync the photos you want put back on your phone

P.S. I still wouldn't mind finding a way to selectively delete files that are on my iphone from my computer. (In Windows, you can go to My Computer -> Iphone, open the folder and delete what you want).
