What version of Windows? In Windows 7 an iPhone shows up as a digital camera in the Computer section of the Start menu and you can import the photos from there. I'm not sure if it is the same in Windows 8 but it wouldn't hurt to check.

Where in iCloud are your photos?
If the photos are in My Photo Stream or a Shared Album, enable iCloud Photo Sharing in iPhoto and enable automatic downloads. Or manually save the photos from the iCloud section of he source list in iPhoto to your iPhoto Library.
If the photos are on iCloud Drive, drag them from iCloud Drive to the iPhoto icon in the Dock to import them.
If the photos are in iCloud Photo Library Beta, download them from the page https://www.icloud.com/ to a folder ron your Mac and then import the folder to iPhoto. iPhoto cannot access iCloud Photo Library Beta directly. The Photos.app for Mac, soon to be released, will be able to do that. -

Also - how do I put a password onto my phone to lock it?You can transfer photos from your phone to the computer by connecting your iPhone to your PC. When you do that and when your iPhone is recognized by iTunes ..Open up "My Computer" and you'll be able to see your phone there . You then can drag all your photos to a folder in your computer or simply copy and paste whatever you choose.
You can check how much memory you have used up and how much is available in Settings>General>Usage. -

Plug the USB cable into PC & iPhone. An autoplay will then show your phone as a connected device and ask what do you want to do. Either click on "import pictures and videos" or "Open device to view files". I use Open device to view files as I like to have control of what is downloaded. The rest is easy.

You can't really use iCloud to free up space on your phone. If you add the photos to photo stream, then delete them from your phone, they will also be deleted from photo stream and they will be lost.
If you need to free up space on your phone by removing photos, you'll have to import them to your computer from your camera roll as explained here: http://support.apple.com/kb/HT4083. Then you can delete them from your phone but they will be backed up on your computer. -
