How do I download photos to my PC so that they stay vertical or can be rotated to vertical?

I have downloaded photos from my iPhone to my PC, but many are rotated 90 or 180 degrees.  I have downloaded the photos using more than one method, but always with the same result.  On my PC I am able to rotate the photos that downloaded with the correct orientation, but the ones that need to be rotated to be viewed properly cannot be rotated.  I get the message "you cannot rotate this image. The file might be in use or open in another program, or the file might be read only."
How can I get these iPhone camera shots to download properly to my PC.  I have restarted my PC so that the Pictures folder is the only active program, but I still get the same message for the pictures I took which downloaded with the incorrect orientation?

Upgrading to Yosemite likely had nothing to do with it. It's probably an IMAP email account, so simply delete the Yahoo account from your phone and add it back following these instructions: Add an email account on your iPhone, iPad, or iPod touch - Apple Support. That should clear it up.

    If you don't have iPhoto, you can get photos off your camera using the Image Capture utility.
    If you have JPEG photo files in a Finder folder, you can drag and drop them into your iMovie Project from there. TIFF and PNG may also work.

    You can also email the photos to yourself, open the email on your iPad and save the photo to your Camera Roll. But for a large number of photos, the above referenced syncing is better. Just be aware that synced photos from iTunes can only be deleted the same way - using iTunes.

    Open e-mail in Safari.
    If embedded, click the small, LEFT pointing arrow in upper right of tool bar.

    When you do so, you will see on the toolbar that pops-up above, a small box with a right-pointing arrow. Click on it. Select "Copy Photo."
    Go back to your "Home" page.
    Click on the "Pages" icon..
    As a test, open a blank/new document.
    Click anyplace on it until you see a menu open-up that says "Select - Select all - Paste."
    Click on "Paste."
    Click on "Undo" in the upper left of the toolbar to get rid of it.
    You can repeat this on any document that accepts images by putting in the cursor wherever you want the photo inserted, tap until the "Select - Select As - Paste" box reapperas and  and click "Paste."

    Plug the USB cable into PC & iPhone. An autoplay will then show your phone as a connected device and ask what do you want to do. Either click on "import pictures and videos" or "Open device to view files". I use Open device to view files as I like to have control of what is downloaded. The rest is easy.
