How do I download pictures from my photo stream in iCloud to my non-Mac computer running Windows 8?

How do I download pictures from my photo streams in iCloud to my computer so that I can delete the photo streams to save space on my iPhone but still save the pictures?  My computer is a Dell running Windows 8.1?

    Sorry for so basic a question, but I thought I understood how this was working (in iOS 7 and this version of iPhoto 9.6)  But now, in Yosemite, and iOS 8, I am not sure what is occurring.
    My intent is to take pictures on the phone, and when I cable-sync with my iMac, I want to d/l and keep all of the new photos permanently in iPhoto.  I have then gone to Image Capture, brought down a 2nd backup copy, and deleted them off the phone.  This would leave me with an empty Camera Roll, but with 1,000 recent photos available on my phone, via the Photo Stream.
    I've used iPhoto for years, and have a large number of pictures there.  Recently, with the advent of the Photo Stream, I'm automatically getting Events added (and added to) like November Photo Stream in iPhoto, which has worked fine.
    However, the last few times in iPhoto, I'm getting random photos showing up as unsynced... ones which should have been brought in previously.  And today when I went to clear the photos off the phone in Image Capture it told me I had 2,400 pictures.
    If someone could give me (or point me to) a primer on how this is now supposed to behave, I'd appreciate it.  I'm afraid that Apple is structuring all of this toward iCloud-photo storage when they release Photos, and that will not work for me.  I need to keep my pictures locally, although the Stream has been handy.  I need to be sure I'm doing this in a reasonable way... the method I'm using doesn't seem to be working very well.  Thanks again, for all advice.

    If you go to the Photo App, then select photo stream, you can delete any of them by selecting the edit button and tapping on them. A delete button or trash can should appear. Excuse me for being a little vague...ive been on iOS 7 for a while now...

    Save them to your camera roll on your iOS device, then import them to your PC using your usb cable as explained here: http://support.apple.com/kb/HT4083; or
    On your iOS device you can add them to a shared stream with the public website option enabled and invite yourself as a subscriber, as explained here:http://help.apple.com/icloud/#/mmc0cd7e99.  This option will give you a link to view your shared photos on the web from your computer browser.

    If you have a mac, transfer the photos from your camera to iphoto. Then, open itunes and connect your ipad. Under your ipad, go to the photos tab, and select albums/photos from there, and click sync. Hopefully this Helps!!

    From the iPhoto menu bar click File / Import to Library.
    Navigate to the disc icon, click Import.
    For printing, select a photo then go to File / Print.
    You can click Order Prints if you want Apple do the job for you.
    They do an excellent job.

    The iPhone should appear to the computer as any other digital camera would. Photos are not extracted using iTunes. You need to use your photo management program.

    Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
    Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

    Connect and select your iPad on the left-hand side of your computer's iTunes, and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders to sync to the iPad. There is a bit more info on this page. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
    If you want more control over your photos (e.g. being able to sort them directly on the iPad and delete synced photos) then there are third-party photo apps such as Photo Manager Pro.
