How do I download previous app purchases?

I am trying to setup my new iPod (latest version) with all of my old data from my previous iPod 4g. This has worked to a certain extent. I have got everything from my old iPod, except for music and apps on the new iPod. I can see all of my music purchases on iTunes and can easily download them on my new iPod. However, I cannot find the apps. I have configured iTunes so that I can have the tab to access the apps, but there is nothing in it. I can go to the previous purchases through the app store on my iPod 4g (there is everything I have ever purchased, even from 3 years ago), but cannot access them through iTunes or though the app store on the new iPod, even when signed into my Apple ID account. I also logged into iCloud on the internet, using my Apple ID and there is still no way to access music or apps through iCloud. I have the latest version of iTunes, my iPod 4g is up to date (iOS 6.1.3), and my new iPod (lastest version) has iOS 7. How do I get my previous app purchases onto my new iPod?

    If you are logged in with the same account then they should appear in the Purchased link under Quick Links on the right-hand side of the iTunes store homepage on your computer's iTunes (or you should be able to copy them over from the iPad to your Mac's iTunes via File > Transfer Purchases) - you can then take a backup copy of them in case you need to restore your iPad in the future (you can't use iPad apps on a Mac)

    You can currently only re-download music purchases if you are in the US (re-downloading), and then only if they are still available in the store and if you use the same iTunes account as you originally used to buy them.     Multiple people can indeed use multiple Apple IDs on the same computer in multiple user accounts as long as they do not use iTunes Match, automatic downloads or re-download any past purchases. However, if you'll read the KB article I posted a link to you'll see that for the purposes of those services a computer can only be associated with one Apple ID every 90 days. If the OP associates their friend's computer with their Apple ID and downloads purchases from the purchase history the owner of the computer will be locked out from using iTunes Match, automatic downloads or re-downloading any past purchases.
    It's not that the friend will be unable to use iTunes at all, but what the OP wants to do will associate their friend's computer to thier Apple ID for 90 days which may cause the friend some inconvinence.

    After haveing my iPgone 4 16G repaired all my music and apps were wiped. I have re-downloaded some of the data, however, I hadn't backed up my music or most recent apps in iTunes on my laptop.
    Could anyone point me in the right direction to access my iPhone account and re-download my music and missing apps. All of it was purchased through the Apple Store.

    You've got a problem. You can view your purchase history here: iTunes>Store>View My Account>Purchase History. You can re-download purchase apps for free. Music is another story. Music is a one-time download, as it is expected that you will backup your iTunes library. If you try and re-download your music, you will be charged again. You can contact iTunes support, plead your case, and ask that they add the lost music to your download queue. They are under no obligation to do so. You'll get an answer within 24hrs:

On advice at an Apple retail store I deleted the tracks from the album (with the intent of re-downloading the album hoping for a clear download) and yet when I check available downloads I am told that all purchases have been downloaded.
