Ok i downloaded the new itunes, So i could sync my ipod touch; Now I synced my ipod, I wanna drag new music over from my folders to my library like i used to, but now i get a no signal (A circle with a line through it) How do i drag my music over without getting the no sign?
Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself independently backed up against loss. To use a device with a new computer you transfer the content from the old computer (or its backup) directly to the new computer, not the device to the new computer. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The way I do it is I hook to my windows computer, it will pop up iTunes. I click iTunes off. The phone will show as another drive on your computer. Click it open then migrate to the photos folder from the iPhone.
Then select all, cut then right click on your pictures folder on your computer or make a new folder on your desk top like I do and right click on new folder and select paste.
Photos will be gone. Just remember to turn off the iPhone sync in your photos folder on the phone or they will come back

If you want to copy music off then File > Transfer Purchases will only copy iTunes purchased music off the iPad. To copy music bought from other sources and/or copied from CDs then you will need to use a third-party program to copy them off - see the page that I linked to for some examples.

If you would like to add the music from your external hard drive to iTunes without copying it to the iTunes Library on your internal hard drive, you may find the following article helpful:
Add files to your library without adding them to your iTunes folder
When you add an item already on your computer to your iTunes library, iTunes places a copy of the file in your iTunes folder. The original file remains in its current location.
You can change this setting so that files are added to your iTunes library without being added to the iTunes folder. You might want to do this, for example, if you prefer to store video files on an external disk but still want to view them in iTunes.
Choose iTunes > Preferences, and click Advanced.
Deselect the checkbox next to “Copy files to iTunes Media folder when adding to library.”
From now on, when you drag a file to your library or choose File > Add to Library, the item appears in iTunes, but the actual file isn’t copied or moved.
Tip: You can temporarily reverse this setting by holding down the Option key while you drag files to the iTunes window.

You might consider itunes match for moving CDs you've copied into your itunes library if you dont have a way to use home sharing.
iTunes match is an optional service offered by apple that costs about $25 a year. It scans your music library and if it finds music that is already in apple's itunes catalog it'll automatically "unlock"/"store" these in the cloud for you.
