How do I get a paid iCloud account if I've exceeded the 3 free ones?

I have an iPad that has exceeded the 3 free iCloud accounts but I'd like to sign it up for iCloud (and I'd be willing to pay), but how do I do it.
When I get the prompt that says I have exceeded the 3 free ones there is no option to pay for one.
Signing up on another device may solve my problem but simply stores up problems for the owner of that device as it uses one of their 3 free registrations which is simply storing up issues for them in the future.
Any thoughts greatly appreciated!

An iPod Nano does not count. For iCloud you need:
To use iCloud, you must have at least iOS 5 on iPhone 3GS, iPod touch (3rd generation), iPad, or iPad mini; or at least OS X Lion v10.7.5 on a Mac.

unfortunatly my daughter broke me previous iphone which had my original icloud account with everything on it, my new phone has a newicloud account automatically made which has no data on it.
i know the details of my previous account and have re added it to my new phone however even if it change my settings to that account it says that it is not my main account therefore my backe up data from the original one cannot be restored.
my question is how do i make my original icloud account on my new phone my main and only one, i thougt that was the reason icloud was invented to be use as a whole on different phones.???

Did you delete the account that was automatically set up on your new phone before signing back into your old one? If not, go to Settings>iCloud and tap Delete Account at the bottom. Then set up your old account and turn your data syncing back to On. (When prompted, choose Merge.)

Delete your iCloud account on the iPad 2, then he can follow the instructions to create his own iCloud account on it:

OK found the answer in anothe discussion thread. On iPad, delete existing account by going to settings-iCloud-and tap red delete account bar. Sign in with the Apple id you want to use. This worked for me this time. Even though when I first tried to set up the iCloud account, I got error messages and thus was forced into creating the new id.
Anyhow, success.

Make sure everything you have is backed up and restore your iPhone as new, not from back up. Start over and see if that solves anything.
If it doesn't help anything then call or go into an Apple store. They will try everything you already tried; making sure it's updated, resets, and a restore or 2. Then they will then decide what to do, most likely replacement.

Put in a request for another verification e-mail to be sent to you.
Start here, change your country if necessary and go to manage your account.
Also check your Mail rules and filtering, the verification mail may be going to a junk folder or even being deleted altogether. You may also wish to contact your mail provider to see if their spam filters are removing the email before it gets to you.

Well you can try this, but I'm not sure it's going to work if this is an entirely new ID.
Go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Tap edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.
