How do I get all my photos onto my computer?

I connect my Ipod (not sure what kind I think a 4, its an older one and it doesn't say the operating system in the settings/about section) to my computer (laptop) and it will bring up the DCIM folder but it only has photos from the Camera Roll folder in it and not any other ones. I have like 4 or 5 other folders of pictures on there and want to get them off. How do I do that without having to email them all to myself?

Again, you are not syncing the photos you want to save to your computer - you are importing those photos to your computer. Only the photos in the Camera Roll album can be imported. Depending on the computer you are using, the instructions in the support article provide links to walk you through the import process.
So you are wanting to do two separate actions:
Import the photos to your computer so they are saved there - you do this by importing
Remove the photos from your device that were originally put on the device via a sync process - you remove these by syncing. When you are removing photos by syncing, you de-select the albums you no longer want to sync, and then click the sync button. The sync process will then remove those photos from your device.

If you don't physically have the phone then there is no way for you to get the photos or videos.
Have you been backing up your phone? http://support.apple.com/kb/HT1766 if so, you can restore that backup to your new phone and get all your contents back.

When creating a book in iphoto, how can I get all the photos from the album I want to use to show up in the order that they are in the album? When I tried to use the option to add my own photos instead of having the program "flow" them, they showed up all mixed up.

iPhoto puts them in the book in chronological order. So to get your photos from an album into an iPhoto book in the same order you will need to use the Photos ➙ Batch Change ➙ Date menu option and set them all to the same date with a 1 minute time difference between each.

I appreciate your response. I have done all of the things mentioned, but still when I click on "devices", the "transfer music" option is still not selectable. I see it, but can't select it. I am running Windows 7 on my PC.
However, one thing I read makes me take pause. At one point I did erase my computer back to factory settings using the mirrored image. We backed up all information and put the important stuff back on, but I don't believe we did anything with iTunes, so it's a possibility that the music that is in my library now, may only be music I have purchased since then. But, (thinking out loud) that was a while ago and I am pretty sure I have purchased more music than what is in my iTunes library, since then. Maybe I will approach it from that angle and see what happens.
It just doesn't make any logical sense that syncing goes from computer to device. Ostensibly then, my iPhone would only have the music that is on my computer after syncing and that is not the case. I still have all my music on my phone. I can see the new music that's on my phone get added to my iTunes library when I connect, which would make one think that syncing occurs both ways. I don't know. It's maddening. Maybe I should just follow my husbands advice and go to an Android. LOL. Or maybe I will take my laptop and phone to the Apple store and make them figure it out. Ha.

So you want to move the iPhoto Library?
Make sure the drive is formatted Mac OS Extended (Journaled)
1. Quit iPhoto
2. Copy the iPhoto Library from your Pictures Folder to the External Disk.
3. Hold down the option (or alt) key while launching iPhoto. From the resulting menu select 'Choose Library' and navigate to the new location. From that point on this will be the default location of your library.
4. Test the library and when you're sure all is well, trash the one on your internal HD to free up space.

No, I don't believe so. I bought Adobe Photoshop Elements 5.0 in aprox 2007 and bought Adobe Photoshop elements 12 from Costco a couple of months ago.
I had all my photos tagged and organized in 5.0.in old PC. I traded my computer for a Dell all in one. I used the backup program from my internet provider to transfer all my files to the Dell all in one prior to installing the new elements 12. What installed from the elements 12, looks nothing like the older photo shop program . I very well could have done something wrong though!
