My son has forgotten his password and he's tried it so many times that he's completely locked out of it. It says to connect to iTunes, and we have but it says it cant be connected to his iPod because it is locked with a passcode.How can we get back on to his iPod? Help please. His iPod is a 4th generation iPod.

If you do not know the passcode, then your only option is to restore the iPod to factory settings via iTunes.

If you have a passcode to the screen lock that you've forgotten, restore the iPod from the computer to which the iPod is synced. For information and instructions, see:

Restore. Note that it could take well over an hour! Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow the on-screen directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here. You WILL lose all of your data (game scores, etc,) but, for the most part, you can redownload apps and music without be charged again. Also, if you have IOS-7, read this.

Have you been backing up to the cloud ? If you have then after resetting it back to factory defaults you can restore to that backup : Back up and restore your iPhone, iPad, or iPod touch using iCloud or iTunes - Apple Support
If you bought it second hand then had the previous user removed their account from Settings > iCloud (and had Find My iPad enabled) on it ? If you are logged in with the same account that you bought them with, and they are still in your country's store and you haven't moved countries since buying them, then they might show in the Purchased tab in the iTunes store app for redownloading, and the Purchased link under Quick Links on the right-hand side of the iTunes store homepage on your computer's iTunes. If not all show there then check to see if you've hidden any of them : iTunes Store: Hiding and unhiding purchases - Apple Support
If they are no longer in the store or you've moved countries then do you have a copy of them anywhere ? If you still have the iPod with them on then you can connect it to your computer's iTunes and do File > Devices > Transfer Purchases to copy them over to your iTunes library so that you can take a backup copy and sync them to your iPad.
