How do I get company's central contacts to show in OWA?

During summer 2013 we shifted from SBS 2008 (Exchange 2007 which worked great but just constantly bottle-necked) to Windows 2012 with Exchange 2013. The migration seemed have gone well but when users went to access the company's public folders, mainly the
central contact database (a Public Contacts folder) via OWA and Outlook 2011 for Mac, they were able to access them. The only contacts that showed was their local contacts and the Directory which I can't seem to update at all.
Is there a way for me to get the users access to the contacts database via OWA and Outlook 2011 for Mac?
I've tried the following so far:
* Created a new user mailbox, copied all the contact to the local contacts list and shared but didn't work.
* Manually updating contacts and then copying to individual users' local contacts
* Directory contacts only show the name and email address and no other info which is a huge problem for the organization.
* When I access the Public Contacts folder via a PC, I have full access but when I update contacts, they either don't show or don't update in the directory in OWA under People.
Any help with this would be greatly appreciated!

I am not quite sure about the “central contacts” you mentioned in your post. Please confirm whether the issue is the Global Address Book cannot update or users cannot access public folders.
In my Exchange 2013 CU1 environment, I access OWA and switch to People pane. There are many folders listed in Directory: All Rooms, All Users, All Groups, All Contacts, new, Public Folders. And I can click Directory to get all mailboxes in my Exchange environment.
Directory contacts only show the name and email address. But after I set the user organization information in AD, it works and shows other information.
If the issue is about GAL updates, please try running the following command to
Update a Global Address List:
Update-GlobalAddressList -Identity "Default Global Address List"
Note: Running this command only starts the update process. It may take several hours for the GAL to be updated.
If the issue is that users cannot access public folders, Please check whether the
public folder permission is configured properly and the
public folder migration from Exchange 2007 to Exchange 2013.

    Settings you make in ACR for a Raw file are written to the separate XMP side car file. (The Camera Raw preferences has this set by default and to my opinion it should stay so, but the other option is to save them in a central database)
    However, opening the same file in ACR and make new adjustments the previous settings are overwritten by the new ones. You can save them separately but that would be a hell of a job. If you want to be on the safe side you should make a proper back up of the whole folder (be sure to have the XMP files included, by default those are hidden files in Bridge) before someone else starts playing with the settings. However, you can always go back to the default version using the option in the little menu icon next to the name op f the panel (first panel is Basic). click on the icon and from the provided menu choose 'Reset Camera Raw Defaults' to go back to the originals.
    I don't use jpeg in ACR very often but I believe ACR settings for jpeg and tiff are written in the XMP data in the file itself instead of a separate XMP file. You can revert to default or make new settings that also overwrite the older settings.
    Making adjustments in ACR shows the results in Bridge (it uses the XMP data for the preview) but to make it visible in other apps you also have to save them in Photoshop itself to make the changes persistent so that mail and print reflect your settings.
    So basically, let her play with the files and either chose the option to save the files (bottom left in ACR Window and choose the wanted provided options or open and save them in Photoshop to get the proper result. And if you want to be on the safe side let here use her own copies and keep the originals to your self.

    Sounds like your Mac is not logged into the same iCloud account that your phone is.  When Mavericks is installed it prompts you for an AppleID during setup. 
    Unfortunately and confusingly it then uses that AppleID to help you set up the Apple Store, iCloud, and Messages even though many users do not use the same AppleID for all of those services.  This is particularly true of familys that share one AppleID for the "Store" but use separate AppleID's for each users iCloud data.
    Therefore, put your iPhone next to your Mac and go to "Settings" > "iCloud".  Make sure that the iCloud account listed on your iPhone is the same as the one listed when you go to "System Preferences" > "iCloud" on your Mac.  If they match (or not) then click "sign out" on your Mac to disconnect the account.  Then, on the Mac (still in the iCloud preference pane), log (back) into the same iCloud account being used on your iPhone and enable the same set of services that are enabled on your iPhone (particularly calendar and contacts).
    Then, open the Contacts application on the mac and iCal on the Mac and walk away for a few minutes to allow the data to sync.  You may then want to create a test calendar event and change a contact to see if they sync up.
    One additional thought is to make sure that your iPhone is set to "Push" for iCloud. That will assure that it's syncing immediately while you are testing this.

    If she is using the mail app, there doesn't appear to be a way to sync contacts directly with gmail. You might see if there is a way to export to a Mac desktop and then to use iTunes to sync the contacts to the iPad. Otherwise the contacts will have to be manually added to the iPad. Another option would be to use gmail's web based mail. Her contacts should be available from there.
