How do i get my contacts back through icloud?

I got a new iPhone 4s and was told by the apple store that I should not put the back up from my old phone onto my new one in case my new phone undergoes the same issues my old one went through. I am unsure of how to get everything back through iCloud.

I understand that you may not want to restore from a backup after getting your iPhone replaced. After you set up your iPhone as a new device, navigate to Settings > iCloud and make sure the same account that your contacts are stored on is signed in. If the same account is signed in, the only step you need to take is to make sure Contacts are turned on and they will sync from the iCloud to your iPhone. Re-enter them.
Once they have been deleted from iCloud they are gone from all devices that sync to that iCloud account.

You need to check iCloud to see if they are actually there. Go to iCloud.com and sign in and then look at your Contacts there to see if the old ones are still showing on iCloud.
If they are not, then you can either re-enter them while you are on iCloud.com, or you can restore your device from the backup where you saved them:

I just lost all contacts. I tried the backups but as soon as restore was completed, it would lose notes again. I disconnected after recover but still no notes.
Out of desperation, as I have all my passwords etc on it (yes, I know) but I trusted the iTunes backup system. I looked on the net and found a recovery company called Wondershare, Dr Phone. I tested it and there it all was, but it has now cost me $69 to purchase key number to download my info.
All contacts info and everything else is available. It saves it in a file which you open.
Now I have to type it all in again. I will keep manual backups now as well as using Dropbox from now on. Nightmare. I hope this helps you all.

Yes the wipe would delete all personal data settings as a security feature designed in the device.
Unless you have used the Blackberry desktop software to get a full backup of the device prior to the wipe the data is gone. If you do have the backup file you can restore the data via the desktop manager.
