How do I get my music library from my iPhone to my computer after my computer was wiped and upgraded to 10.6? My iTunes library now has no music and Im afraid if I sync my iPhone to the new music library it will wipe out my music on my iPhone to the library on my iBook which has no music.

You should be able to copy iTunes purchases over to your computer's iTunes via File > Devices > Transfer Purchases. Well, this is a problem, because the only material you can transfer from your iPhone (using only Apple software) is material you purchased in the iTunes Store.
To do that, plug your iPhone into iTunes, then choose File > Devices > Transfer Purchases from iTunes' menu.
Generally speaking, you should restore your iTunes library from your computer's backup. -

Your music is not really stored in iCloud. icloud reads your iTunes account and makes music you have purchased available on your device(s). On your device tap Music>Store (top left)>Purchased (bottom 2nd from right) tap on Music it will give you a list of purchased items. At the top it will let you choose ‘All’ or ‘Not on this iPhone’ tap on the latter and tap on an album and it will display the tunes you have purchased with an icon on the right to download the item from the cloud. It is then on your device.

It has always been very basic to always maintain a backup copy of your computer for just such an occasion. Use your backup copy to put everything back.
If for some reason you have failed to backup ( not good), then you can transfer itunes purchases from an ipod. File>Transfer Purchases. -

Unless you subscribe to iTunes Match , Apple does not keep a backup of your iTunes library. Even then it is not the library as it exists on your computer, but some version of the media, and only media files, not playlists. Even then not all media are definitely available since anything removed from the iTunes Store since you purchased it is not available for re-download.
