How do I get my photos from photostream in my PC to my iPhone?

I had to hand my phone in for repair a while ago and all my photos got deleted from my iPhone, but i had placed all my photos in photostream so I would be able to get access to them on my iPhone later on but now I can't get my photos from photostream in my PC into my photostream on my iPhone. When I take a picture with my iPhone it ends up in photostream but is doesn't work the other way around. I've been trying to get it to work for ages now, but I'm so close to throwing both my phone and computer out the window.
And yes, everything that has to do with photostream and icloud and so has been turned on so it's not that. Anyone who knows what to do?

On a PC with iCloud Control Panel 2.0 or later, open a Windows Explorer window. Select Photo Stream under Favorites. Open My Photo Stream. Click the "Add photos" button. Select photos to import to My Photo Stream, and then click Open.

    Save your photo stream photos to your camera roll by opening the my photo stream album, tapping Edit, tap the photos, tap Share, tap Save to Camera Roll.  Then you can import them to your computer using your usb cable, as explained here: http://support.apple.com/kb/HT4083.
    If you want them streamed to your computer, you have to sign into your iCloud account and enable photo stream, as explained here: http://www.apple.com/icloud/setup/pc.html.  However, you will only receive photo stream photos from the last 30 days as older photos are no longer in iCloud (even though they may be on your iPad).

    You can't.  iCloud is not for general file backup from a Mac. It's for backup up and syncing data between mobile devices and and Macs and  The following is from this Apple document: iCloud: Backup and restore overview.
    iCloud automatically backs up the most important data on your (mobile) device using iOS 5 or later. Once you have enabled Backup on your iPhone, iPad, or iPod touch .....
    What is backed up
    You get unlimited free storage for:

    But not from a Mac.  If you want to backup your photos and other important files I suggest you get an external hard drive and use  it with Time Machine.

    If this is on the same computer just install PSE 12. It should find your old catalog and upgrade it to PSE 12. If for some reason it doesn't, then go to file>manage catalogs, find your old catalog and tell PSE 12 to convert it.
    If this is a new computer, then yes, full backup and restore.

    In iTunes you can choose to use a folder for photos rather than iPhoto.
    I have a folder in Pictures called iPhone, and I export to subfolders of this. These subfolders become albums in the Photos application.
    I have a preset setup to give me 760 long edge photos, sRGB at quality 80.
    If you want to be even lazier about it, you could set up an Export Preset folder called iPhone and create a preset for each folder. So you could make a preset called Friends that exports to the subfolder Friends. (this is then an album called Friends on the iPhone)
    Export the photos you want on the iPhone and then sync via iTunes.

    If you need to select multiple items on iCloud.com then you can use the common procedure to select multiple items by either holding Command or Shift on your keyboard.
    To select multiple files or folders, hold down the Command (⌘) key, then click the items.
    To select multiple files or folders that are listed together, click the first item you want to select, hold down the Shift key, then click the last item.

    Sorry this wasn't mentioned before, but you need to go to iPhoto Preferences. When iPhoto is open, click on the word "iPhoto" in the menu bar to open the contextual menu. Go down and click on "Preferences". In the "General" tab of preferences (see screenshot below) look at the bottom line and for the drop down titled "Connecting camera opens" choose "No application".
    Now iPhoto will no longer automatically open when you plug in your iPhone and you can move them to your computer wherever you want using Image Capture or Preview or however you want.
