How do I get my purchased apps back - after changing my Apple ID & Payment Method.

I can't seem to find any of the apps that I downloaded + purchased before updating my Apple ID & payment method.
I got an Ipad mini retina on Dec. 1st and signed on with my Apple ID and purchased a few apps to use.
The Ipad mini also asked me for my payment information again, but I entered in a different CC#, which updated my payment method to that CC#.
So, I just got an Ipad Air today and tried to restore that Ipad Air from the cloud, but my Apple ID is only showing app downloads and purchases from Dec. 15 and on.
My question is ...
How do I get my apps back?  Who would I talk to?
I'm pretty sure I've only used one Apple ID, but all these new iOs devices and accounts are confusing the heck out of me.

Does this mean you Created a NEW Apple ID..?
It should be Noted that anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID

    If you are running iTunes 11 and if you didn't figure this out yet, when you launch iTunes - go to View>Show Sidebar from the menu at the top of the screen. Once you can see the sidebar, iTunes looks so much more familiar.
    The "new look" iTunes doesn't appeal all that much to me, I just want the functionality that I have always had. It's still there, its just been hidden with a lot of fluff and visual wow that I really don't care about .... Just my opinion.

    After another couple of hours of hunting around, a Knowledge Base article in Danish turns up which begins by saying that purchases from the App Store, the iBookstore and the iTunes Store are restorable, but in small print / gray print advises which countries the service in fact covers.     How do I get google maps app that came installed on phone back after I mistakenly deleted it ?  It doesn't show on my apps page since it was preloaded on the   phone ?  Is there a way to restore it without having to do a complete restore?

    Nope.  Power cycle the phone first (turn it off, then on) to see if it just needs to be rebooted.
    If not, it's not really that big of a deal.  Connect to iTunes, let it sync, click the "restore" button and let it restore.  When it asks if you want to restore your data back onto the phone, say yes, and when it's done, you'll be right where you are now plus the google map application and all your data. 
    What gets me is... how do you "accidentally" delete an undeletable system application?  The only way I know would be to jailbreak the phone, so, if it is jailbroken, be sure you can get it re-jailbroken, ( and unlocked if necessary) as well before it will be usable for the telephone function.

    You can restore your device from a backup or update your device and install all your already purchases apps for free via the App Store. It is up to you how you want to proceed.

    You can download your purchased content again. Just go to the purchased tabs of all of the stores, iTunes, the App Store and iBooks, and download your paid content again. Virtually all of it will be free to download again as long as it is still in the store, as long as you use the same Apple ID and as long as the feature for the free download is available where you live,
    So just start in one of the stores, tap on the purchased tab, and start downloading again.

    I absolutely hate iTunes Match. It is difficult to work with when it comes to music not purchased through iTunes. So I want to turn it off. How do I do and still have my purchased music through iTunes without having to go through each album/song that I've ever purchased and redownload? That would take FOREVER.

    If iTunes Match is turned off, go to preferences > store>Tick box show iCloud purchases. Once done all purchased music will appear. Go to song list view, select all tracks, ctrl+click and select download from pop up.
    Alternatively, go into iTunes Store > Quicklinks purchased and select not on this computer. Select download all.

    I used iTunes to upgrade my 3Gs from 4.0 to 4.01 today. As usual, iTunes made a backup first of my iPhone. The backup time was at 4:25pm.
    After the OS upgrade, iTunes attempted to restore my previous backup but then came up with a message like this:

    So how do I get all my apps back onto my phone? They are clearly in iTunes. They all are listed as having me purchased them. Isn't there a way to Sync them to my phone? Sync'ing doesn't do it.

    Click the Apps tab across the top.
    Tick the Apps you want onto the iPhone then right click the iPhone name - Sync device.\
    And on my iPhone if I go into the App store and look at a app I've already purchased, it tries to get my to buy it again, even though I've already paid for it.
    If you have already purchased it, when you click Buy, it will tell you that you have purchased it and ask if you want to download it again for free.
    I suggest you quit using it and save yourself all the aggravation of using garbage.

    You can set up an iCloud account on each one (the SAME iCloud account using the same AppleID on each) and then sync via iCloud.

    However, an iCloud backup nor sync contains purchased content - that is available for redownload from the iTunes and App stores (so no need to waste iCloud space storing it for you).
    So, for purchased content, you will have to download it on each device - just use the same AppleID and download each item on each device.
    Without a computer to aid the sync'ing, downloading the purchased content on each device is the only way.
    P.S  audiobooks cannot be re-downloaded once purchased (all other content can be), so without a computer to save, store and move the audiobook files around, you will only be able to put those on one device - the one you first purchase it on.
