How do I get none option for iTunes account

There is no "none " option in my iTune account. How do I go about it.?

Is it new account that you've just created or an existing account that you've been using for a while ?
If it is a new account then how did you create it ? Unless the instructions on this page are followed when creating an account : http://support.apple.com/kb/HT2534
then credit card details will need to be entered before an account can be used to download any item from the store.

If not then you will need to create a new account, and this time use the instructions on that HT2534 page when creating it. If you want to use the same email address then you will need to replace it on that account first e.g. by tapping on it in Settings > iTunes & App Store on your phone, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com

Go to Settings>Store>Apple ID, tap the ID shown, sign out, sign back in using the alternate ID.

Receipts should be automatically mailed to you. There's nothing you need to do (or can do) other than confirm that your current email address is correct in your iTunes Store account and make sure no anti-spam filter is blocking emails from Apple. It sometimes can take a couple of days for a receipt to be sent.
You can always look up purchases by logging into your iTunes Store account and going to the Purchase History.
EDIT: Is there any way to speed up how quickly I getthr receipt though?

Have you ever synced your iPad with your computer? If you have synced in the past, then sync the apps to the iPad. If you have never synced this iPad with iTunes on your PC, iTunes is going to ask you if you want to erase the iPad and replace the content on the device with the contents in your iTunes library.

You can download the apps again for free in the purchased tab of the App Store on the iPad - as long as you use the same Apple ID that you bought the apps with.

How about if you have a problem getting your iTunes on your new laptop because this is causing me a big problem. I have a new Windows 7 laptop & I spent half of yesterday using "homesharing" trying to transfer my library from my Windows XP desktop onto the new laptop. Yes sorry, I can see that from your question title. Are you in the US? Ifv so movie redownloads should be available, but I believev some studios aren't onboard.
In iTunes, go to the Store home page - on the right in Quick Links is there a Purchased/Purchases section? If so check if you can download the movies from there.
If you can't see them go to expresslane.apple.com and raise a support ticket for iTunes store, asking them to enable download via iTunes.
