There is no Flash player for the iPad. Adobe doesn't make one, and Apple doesn't use one.

Your photos remain in place, the catalog you have been using will remain. After you install Lightroom from the CC, all you have to do is open your existing catalog and continue right where you left off.

You will need a valid billing address in the US and be in the US when you want to buy anything from it. You're not obligated to insert a gift code. But you can purchase gift codes on the Apple online store (gift cards or certificates) or Apple Retail store
Gift codes are pre paid cards so you can use credit on the iTunes Store to purchase content

On a computer go to iTunes>Store>View Account>Sign in and go to purchased history and see if you actually purchased them.

The installation CD for your CLIE is no longer available for sale. Sony has stopped all development and manufacturing of new CLIE products back in May 2004.
As the Parts and Accessories sells out of stock on CLIE accessory items, they are not being replaced. At this time there is no plan to re-introduce the CLIE Handheld or accessories for sale.
