You cannot 'roll back' your iOS. That's never been supported or allowed by Apple (with only one exception).

It's not the iOS. It may be a setting on your iPhone or the wi-fi network, or a hardware issue. But it's not the iOS. If it was, then everyone's iPhone 5S using the same iOS would not be working, and that's not the case.
Troubleshoot your issue.

Now, my wifi and bluetooth are broken. I have tried to activate them 3 days and nothing. I am lost. I have no internet in my telephone plan, so, all my apps are not working anymore.

You cannot downgrade the iOS, there is no supported method.
Google streetview was not lost, Google Maps were removed from iOS6 and replaced with Apple Maps.

You do not have the same problem. It is always possible to restore a backup made with a previous OS to the most recent OS. If you are having a problem restoring a backup from an older version the problem is not related to the fact that you have 8.3 on your device.

Beyond the icons which seem to include a colour pallette of 16 million different shades - and use all of them - iOS 7 seems to have included some changes which defy all logic altogether e.g. the volume icon which appears when you're watching videos was always transparent and unobtrusive, now it's opaque and blocks out a good share of the screen - WHY, WHY WOULD YOU DO THAT?

How can I revert back to IOS 4.5.5 from 5.1.1 on my 3GS?

When using the Network this either wifi or other, the phone blanks out with a black srceen with an apple icon. I have to plug it in and let it set for a while for the mail screen to come back on. There is no supported method of reverting to a previous version of iOS.
Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.

I had the same problem with my iPad and my Phone. Reset the phone ( Hold down the button on the front while holding the power button until it turns off) Plug in the charge lead and it will come back on charging. (Worked for me) The only way to see it is charging seems to be to look at the battery percentage after a while.

So far, I like the added features, but phone runs so much slower. Every thing launches extremely slow, even the phone. Caught up in the frenzy, I updated my Iphone 4 to IOS 7. Didn't realize (nor did I hear from Apple) that my phone is too slow to support features on IOS7. It is now super sluggish and has some annoying features. I am so unhappy. Tried to revert back to IOS6 but it seems the "window" to do that has closed. Is there anything else I can do? I really don't want to buy a new phone - this has been more than adequate for my needs. I feel like Apply is forcing people to upgrade their devices by doing this. Any suggestions?

There is no suported way to do this. Apple never has, and never will, support going back to a previous release of iOS 7.
I can only suggest you go through the supported channels.
First, leave feedback at www.apple.com/feedback/iphone.html.
Second, call Apple support and file a problem.
Third, visit a local Apple store and see if they can help you at the Genius bar.
Forth, lesson learned. Never do an upgrade before visiting these discussion forums and getting a sense for how well the new release is being accepted. Keeping in mind of course that there are hundreds of millions of iPhone and IPads out there. I read just earlier that over 200 million iPads and iPhone were sold just last year. So of course we all need to factor in that posts to these forums represent a very small fraction of the total number of iPhone and iPad users.
