• A PDF file to show it within the layout just like a picture? This will not work. You have to convert it into a JPG or a PNG.
• A PDF file to show it in a browser window or to download it? Use the "file/add files for upload" command and place a link to it by the "hyperlinks" command in the toolbar.

Thanks for responding. For my work I have manuals, certifications or other regulatory docs that I have uploaded either to dropbox or adobe reader apps on my phone because I travel I find more often that I get request for these documents on an email chain and need to add a pdf to it. It seems I have to start a new email from the app the pdf is in as you stated. This defeats the purpose of responding or forwarding. very frustrating and not very professional. Is their an app out there that may help with this situation.

Make it a business case that the files should be stored in specific location(s).
Oracle uses directory objects to point to locations on the file system and, whilst these locations can be altered, it is better practice to set up specific locations and grant permission to the correct users for those locations so that there is full control over who is accessing what on the server. Whilst filenames may be dynamic, I wouldn't recommend using dynamic locations.

Adobe PDF Pack is an online subscription--it definitely allows you to combine several files into one PDF file. For more information about PDF Pack, see Reliably Create PDFs, Convert PDFs, & Merge PDFs Online | Adobe PDF Pack. If you don't have the full version of Acrobat, this is a great solution for combining PDF files.
However, if you're using Acrobat (not Adobe Reader), you combine files by following these steps:
Open a PDF file that you want to add pages to.
Click the Pages pane on the Tools panel (on the right side of the application).
Click Insert From File, and choose the file that you want to combine with the PDF that you opened in step 1.
Make any changes necessary in the Insert Pages dialog box--these settings determine where the new file will be inserted.
Click OK.

but now i want to view the pdf files. how can i do this.
can i view the pdf files wither in TOAD or sqlplus.
this is what i did:

you cannot view binary data using SQL*PLUS neither with TOAD.
if you want to view them write it back to the filesystem from the database and use the filesystem to view the contents or any application like oracle forms to download the contents to the client using webutil.

Please do below to combine files:
Log into https://createpdf.acrobat.com/signin.html with your Adobe ID and password
Select "Combine Files" from right pane
Click "Select Files" button
Select your files to combine
Enter a name for combined PDF file
Click "Combine" button
Click "Download" button in the progress bar to download the combined file to your computer.
To combine more than 12 files:
Combine 1-12th files and name it “combined 1” for example
Combine 13-24 files and name it “combined 2”
Keep doing step #1 and #2 and combine those combined files to combine all your files.
You can use Acrobat XI Pro to combine multiple files (more than 12 files) by following the steps below and you can download Acrobat XI Pro Trial version from www.adobe.com:
