How do I install 10.4.3  on Hard Drive that already has 10.4.11?

I have reason to believe my G4 with OS 10.4.11 has issues with the operating system. My System Pref page won't come up, iCal doesn't open and several other small things aren't working right. So, I want to re-install 10.4 on to the Hard Drive. When I attempt, I get a message that says "there is a newer OS version already installed" and it won't let me proceed. I booted from another Hard Disk and tried renaming the "SYSTEM" to something like "OLD_System" but it won't let me do that either. How can I remove the SYSTEM Folder so that I can re-install OS 10.4 on the same HD?

But before you do, try this:
Repairing permissions is an important part of regular maintenance, and should always be carried out both before and after any software installation or update.
Go to Disk Utility (this is in your Utilities Folder in your Application folder) and click on the icon of your hard disk (not the one with all the numbers).
In First Aid, click on Repair Permissions.
This only takes a minute or two.

If you were having any serious problems with your Mac you might as well complete the exercise by repairing your hard disk as well. You cannot do this from the same start-up disk. Reboot from your install disk (holding down the C key). Once it opens, select your language, and then go to Disk Utility from the Utilities menu. Select your hard disk as before and click Repair.
Once that is complete reboot again from your usual start-up disk.

    OS X cannot natively write to a drive formatted as NTFS, nor can it format a drive as NTFS. There are third-party NTFS drivers available on the market.

    If your Mac is a 2011 model and originally came with Lion Pre-Installed by Apple then you can use the Internet Recovery HD system to Wipe/Erase the Complete drive and Re-Install Lion.
    If it is an older model, even and early 2011 model, that did NOT come with Lion Pre-Installed by Apple you can not sell or give it away with Lion installed on it. You have to install the original version of OS X on it.

    To add to Patrick's suggestion....
    What I am suggesting is not the cause of the FLOWS_030000 user existing error, but could be another issue which caused your installation to fail.
    In your post, you said...

    You have specified an absolute path when running the apexins.sql script. In order for the installation to succeed, you must first change your working directory to the directory where you unzipped the apex_3.0.zip file and then run the script. This is because the apexins.sql script subsequently references other sql scripts, using relative paths.
    You have also not included a password in your command, was this just for purposes of the posting, or could this also be an issue, as in:
    @apexins password tablespace_apex tablespace_files tablespace_temp images

    Stop using the drive immediately, un plug it.
    Buy a copy of ProSoft DataRescue 4 and use it to search for deleted files.

    Step 1: Buy a new Hard drive that can be installed in your MacBook Pro later, and an External enclose to place it in for now.
    The MacBook Pro before 2010 can not contain the stand-alone firmware to go to the Internet and get a fresh copy of Mac OS X and install it.
    You will need a working Recovery_HD, or to drop back to a 10.6 DVD (if it will Boot on your Mac).
    There may be a functioning Recovery_HD on your existing Boot Drive. If you were running 10.7.4 or later and Time Machine, there may be a Recovery_HD on the Time Machine Volume.
    To check:
    Hold down the Alt/Option key as you restart. This will slowly draw a gray screen and then add an Icon (over several minutes) for each potentially-bootable volume. If any Recovery_HD shows up, take it, and you will be able to get to Internet Recovery and re-download some version of Mac OS X that can be installed on a new drive.
    It is generally far quicker to set up a new drive and install Mac OS X than to struggle with only the primitive tools available only on a DVD or a Recovery_HD. Once you get any version of Mac OS X running, you can get some work done and attempt to salvage first your data, then your drive (if either will be possible).
    By NOT trying to Boot from and use the possibly-damaged drive, you improve your chances of being able to salvage some files off it, since blocks will not be over-written by running Mac OS X from it.

    DEpends on what you want to do - your question is not clear
    If you want to copy your iPhoto library to your external drive simply drag it to the external drive either as back up or to run it there
    If you want more usable copies of your photos on your external drive use the iPhoto program to export them (file menu ==> exports) to the external drive

    If you can access a Mac but don't want to do the huge download you can use the recovery assistant to create a bootable recovery partition on a USB stick.

    When you boot your Mac it will download the OS for installation.
    Does the original HD still work? It may be quicker to get a cheap 2.5inch case & boot from that just to get an OS downloaded & installed. It will mean you are not wasting cash & time on 10.6 that is only needed for one App store download.
    I'd consider a trip to an Apple store if you have one local, they may drop an installer or recovery partition onto a memory stick for you.

One of them was to install the operating system (mavericks). I clicked on this option but the only disk that it registered was the CD and there was no hard drive to select to install the OS on. But I went back and went into Disk Utility where I noticed that the hard drive was registering in the side bar. So... any help?

    You are very welcome.
    When it installs, it will automatically tear off a very small (210MB) partition for EFI Boot loading and another one (650MB) for Recovery_HD. These will normally remain invisible but they are there.
    If you are backing up with Time Machine, versions after 10.7.4 create a Recovery_HD on the Time Machine drive as well, and you can boot from that to do Internet Recovery.

    There is always a chance of screwing up and crashing. Always have at least two copies of your data at all times as my FAQ explains:

    As for switching between drives, use the startup manager:

    Note you will get a brief flashing question mark folder at startup if the external drive is not attached, and you didn't go back to System Preferences to reset the startup disk to the internal the previous boot.
