No, you dont have to uninstall Creative cloud from the other machine. You can use your Adobe ID to download and install the software on the other machine. Please ensure that you don't use both machine at the same time.

You would use CC for Teams, but install it via deployment tools. Still, you're gonne need Adobe IDs for every memaber of the team. There's no way around that part, even if you manage them yourself.

I just got a smartphone and downloaded the touch apps. They download but said it could not install and I could not find them on the computer.

Sorry for the confusion. Here is a little background about what happened.
Our intention is to have Touch Apps included in the annual membership however we use the app marketplaces to deliver this software and unfortunately, the infrastructure of the app marketplaces were not built to deliver subscription-based software suites that work on all desktop, tablet and mobile devices. This is not that surprising given that what Adobe is doing here is so unique. The Touch Apps integrate seamlessly with all aspects of Creative Cloud but for now they must be purchased separately through the app marketplaces. We are working closely with the app marketplaces to develop this capability but until that time, Adobe Creative Cloud members on the annual plan will receive a free month of membership, a $49.99 value, with the purchase of three qualifying Adobe Touch Apps, which is about a $30 value.
In regards to the website, the info is there but it was overlooked in error, I added the screenshot below (there is a cross symbol next to the touch app references, you can see this in all screen shots)
