How do I keep the photos I have arragned in the oder I want?

I have recently arranged photos in a folder in iPhoto, but when I put them in another folder they revertto the original order. How do I get the photos to stay in place? Is there a way to # the photos so they will stay in order? How do I change the tags?

I have recently arranged photos in _a folder_ in iPhoto...
What type of folder do you mean? Is it an Album, which is listed in the Source Pane (left column)? In iPhoto a Folder is something that can contain Albums or other Folders, so that you can create a structure in your Source Pane.

What kind of folder do you mean here? Another album? Or are you talking about folders in the Finder, and not in the iPhoto application at all?
If you are trying to export an album to the Finder and preserve the order from your album, then you can export with the option to "Use album name". This will lose your original filenames and replace them with the name of the album, appended with a number. The Finder always displays your files in alpha-numeric order. If you don't want to lose your filenames or iPhoto Titles, then you can go through the album and place a number at the beginning of every photo title. Be sure to pad the first one with the number of digits you need for the last one (ex: for 100 or more files begin with number 001, 002, etc.). Then export with "use Title" selected.
If you are trying to manually arrange a Smart Album, you can't do that. You can only sort by the options available in the View > Sort menu.
How do I change the tags?
Do you mean keywords? Look at iPhoto's Preferences to edit your entire keywords list. Or click the little key in the lower toolbar to open the keywords pane, then drag photos to a keyword to apply it.
