When I back up my contacts from my iphone to my PC how do I know they are backed up? If I back up my pictures they appear on my PC. But if I back up my contacts and can't find them on my PC are they backed up? Thanks.

Do you have Sync Contacts selected in iTunes on your computer? If so, what program is selected to sync to?
Or, are you syncing contacts OTA, i.e. with Google or Yahoo?

For the iPad and iPhone, ohhh say go to your ipad "General" - "iCloud" - Look below "Back Up Now" ... you should see last backup date and time. If you continue into "Manage Storage" (located above "Buy More Storage" you should see each device and amount of space used for each.

Did you have it set up to sync Contacts to iCloud? If so you can log in to https://www.icloud.com and see that they are there.
If you just backed up to iTunes or iCloud then there isn't a way to visually verify the contacts other than doing a restore. One exception to that is that if you used iTunes for the backup, there are 3rd party extractor programs that can display the contacts.

not really a exact way to know, but something that might give you an idea that that particular user have not accessed their account for a long time. right click on their name and select view profile, then you will see tha notification that skype can no longer show further information as that user because that contact has not been online for a long time (or something like that).

If you call Apple and are not antagonistic they may be willing and able to tell you. After you find out (if you do) you must contact that carrier to get the phone unlocked. It is a complicated process that has a low chance of success. When you buy a phone from anyone other than an authorized source you are taking a big risk.
If you buy a phone directly from Apple of from an Apple-authorized store or carrier it will work. If you try to go around the "system" the risk is all yours.

How do you update icloud with contacts transferred to Iphone by Verizon? The only contacts that show up in icloud are the ones I entered myself to the phone.

You'll need to copy them to iCloud in order to see them on your PC. To do this, do the following:
Go to Settings>iCloud, turn Contacts to Off, choose Delete from My iPhone when prompted (they will still be in iCloud).
Download the app My Contacts Backup. Use this to backup the remaining contacts on your phone (from Verizon) as a vCard attachment to an email that you send to yourself. Confirm that you have received the email.
Go to Settings>iCloud and turn Contacts back to On.
Open the My Contacts Backup email and tap the attachment to import the Verizon contacts back to your phone. They should now be in iCloud, and appear on your PC. You may see duplicate contacts on your phone because you are still viewing both the contacts from Verizon as well as the copies now in iCloud.
Open Contacts on your phone and tap Groups, tap the Groups that were imported from Verizon so they are unchecked and tap Done. This will hide them from view and illiminate the duplicates.

From there, you can use many methods to recover your lost deleted files.
TestDrive allows you to search the drive (iPhone memo) and gives you the possibility to recover deleted files. I'm not an expert, nor did it with iDevice by myself. But it worked for me with Symbian phone (Nokia)...

Well, let take the personal service point of view : let say, I had two calendars on my iCloud account : one for work, one for my leisure activities.
On my MacBook Pro that I use at home as well as at my office, I would want the two calendars to show and since I am alone in my office, I would want the alerts for both my work and my leisure activities to show (and make a sound at the same time).
But on my iPad that I only use at home, I would only want my leisure activities alerts to show (and make a sound) and on my iPhone that I only use for work, I would only want my work alerts to show (and make a sound).
That is a personal service that simply does not work.
Why would Apple give us the opportunity to hide some calendars on certain devices but not allow us, on these same devices, to switch off the alerts linked to these calendars that we have chosen to hide ? Why having alerts of calendars that do not even show on these devices ?
And I am an Apple fan since 1984, since the very first Mac. I still do believe Macs and Apple devices and/or software (iOS, OS X and others...) are much better and much more efficient than " Microsoft, Windows, Google and other Android devices and software.
But that does not mean everything's perfect (and I find that quite normal).
Nevertheless, in this case, letting alerts make a sound on a device where a specific calendar is not shown, that does not make any sense : when uncheking those calendars, the alerts linked to those calendars should be automatically switch off (but alerts should be able to work on the calendars that are shown.)

Download the free app My Contacts Backup. Go to Settings>iCloud, turn Contacts to Off, when prompted choose Delete from My iPhone. Check the contacts on your phone. If you have any left on your phone, launch My Contacts Backup, tap the gear shaped icon on the bottom right, scroll to the bottom and tap Remove All Contacts. When finished, go back to Settings>iCloud and turn Contacts back to On to sync the unduplicated contacts back to your phone from iCloud.
Also, be sure you aren't trying to sync your contacts with both iCloud and iTunes or you will get duplicates.
