As we are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple, I've asked the hosts to remove your email addresses and phone numbers from your post -it's not a good idea to post personal info on any public forum (unless you like same emails).
Unless you had Settings > iCloud > Find My iPad enabled on it then there isn't any way to try and locate it. If you did have it enabled then you could try locating it either via http://www.icloud.com on a computer or Find My iPhone app on another iOS device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPad disabled on it.
If you haven't already done so then report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and contact your carrier.

Complain to the Attorney General about what? There is nothing in your story worth any such complaint. They will tell you the same.
First you have payment difficulty so credit and the Edge program are not available to you. You have to be credit worthy to get any upgrade, unless you can pay full price for all those new devices.

You are trying to get new contract plans, but since you are having paying on time and in full issues you will not get extended credit from any carrier.
What I would do is go and port out to Boost or Virgin Mobile where you pay a reduced cost for each device and get unlimited everything for $40 to $50 a month, it is pre pay so if you don't pay you get cut off.
Verizon although with the best coverage is also the highest priced.

Apple can't do it, only you could potentially do it if you had enabled Find My iPad on it before it was stolen.
If it was stolen then you should report it to the police. As a safety precaution you should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

I recently fell victim to a theft of my iPad. Albeit it was an old one, it was mine.
Logging on to app-store with my iPhone, I have been prompted many times for "confirmation" of my password and for security questions. Clearly, someone has been trying to log on and has failed. My only guess is that they intend to keep the iPad and download music or whatever. But being prompted for security questions, leads me to suspect that somone has my apple ID but has been plugging away at passwords to buy stuff.
If I was able to locate the IP address (as the unit is only Wi-Fi), I can pass this onto the authorities and perhaps retreive the unit.
Is it possible to load a location app remotely from here and have it load up when the stolen unit is online again?

Did you have 'find my iPhone' activated on it? Because if you go to iCloud.com you can log in there and you can remotely lock or wipe your device. From what I hear, the police won't do anything about going and fetching stolen iPads and iPhones, but if you have find my iphone/ipad/ipod/mac turned on then it will give you a map of where it is.
Just keep in mind that sometimes iTunes does ask you for your password regardless, and only a few weeks ago apple brought in security questions, so everyone had to fill in security questions for their iTunes account to make it more secure If all else fails, ring Apple cusomer support and they might be able to bar your account or something, however you may have to make a new account (the might be able to set it up so you have all your previous information on a new account)

On your computer's iTunes press and hold the shift key if youa re using Windows (command key on Mac) when clicking the Check For Updates button on the Summary tab and should let you navigate to the downloaded file.
But first you may want to copy any purchases off the iPad to your computer via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11). You may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad by right-clicking the iPad 'Device' on the left-hand side of iTunes and selecting 'Backup'.

You are not communicating with Apple by posting here. Everyone here is just a fellow user and cannot fix anything.
The Find My iPad service may have indeed been accurate to the limits of the technology. Unless the iPad was a 3G unit, location is determined based on the nearest WiFi router which in your case could just happened to have been yours. The police may be the ones who need to "fix" their understanding of how the technology works and its limitations.

Since you can see it in your device list it must have Find My Mac activated, but you're going to have to wait for them to take it online in order to either locate, lock or wipe it. Until it goes online you can't do anything. http://www.apple.com/support/icloud/find-my-device/

You can't, i'm sorry. What you're running into is the activation lock and it requires that the original owner release it with their apple ID before you can set it up.
