How do I migrate an ipad to a new computer if the old computer is not available to retrieve the backup file from?

I've read lots about using the "transfer purchases" option, but the person I'm helping is very afraid of losing data, etc.

If you follow the advice/suggestions that King Penguin and Demo (me) posted in this thread, you will be able to transfer everything from your iPad to another computer - even if you no longer have access to the old computer.
Transferring purchases is a breeze and it WILL work.  Just follow the instructions. Remember to turn auto sync OFF in iTunes before you connect the iPad to the computer and launch iTunes. And remember to Transfer Purchases and Backup before you proceed with anything else. The data that you are worried about losing is contained in the iPad backup when you manually create the backup - hence the importance of backing up before syncing.

    1) Without connecting your iPad to your laptop, start iTunes. Click on Edit. Click on Preferences. Click on Devices. Check the box next to "Prevent your iPod etc. from automatically syncing." Click OK.

    3) When iTunes starts, right click on your iPad under Devices in the left column. Select Transfer purchases etc.
    4) After it finishes transferring all your apps to your new laptop, right click on your iPad and select Backup your iPad.
    5) After it finishes backing up your iPad, right click on your iPad and select Restore etc.
    6) After it finishes restoring, left click on your iPad , then click on the Apps tab on top, and check the box next to Sync Apps, then click on Apply below.
    If everything on your iPad looks good after the sync, go back and click on Edit / Preferences / Devices and UN-check the box next to Prevent your iPod etc. The only other thing you may want to check is if your contacts, bookmarks, etc. are syncing correctly now. If not, go to the Info tab after connecting and make sure you indicate which features you want to sync with what sources.
    That should do it.

    Your library will only be where you put it.
    It has always been very basic to always maintain a backup copy of your computer for this very occasion.
    Have you failed to do this?

    1) ensure iTunes is authorized for your iTunes store account(s)
    2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
    3) sync the device
    iTunes will wipe the iPad but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPad with it.

You may only sync to one iTunes Library at a time. You will lose all your data if you sync to this new computer."
    Can someone give me a straightfoward answer as to how I can sync my iPad with my new iTunes Library on my new Mac Book Pro without losing any of the apps that I previously purchased? I want to be able to access the apps I downloaded on my iPad on my Mac Book Pro.

    While it isn't as easy to just use a Mac iDevice as media storage as Android and Windows, you can add documents and such like Word, PDF and others manually in iTunes to have them sync as well.

    Your iPad is married to its now deceased old computer. This is the reason for the necessity of a backup for your computer, which your iPad is not.
    Your iTunes Store and App Store purchases will not be lost. Just don't "erase and sync" when you sync your iPad to your new Mac:
    If you want to move the iTunes Store purchases on your device to the new computer, choose "Transfer Purchases." The new computer must be set up with your iTunes Store account and authorized to play your iTunes Store purchases in order to transfer your iTunes Store purchases.

    Probably the most straightforward way to get iTunes onto your new computer is to network it with the old one and copy your iTunes folder across. This works fine if you have been using iTunes to completely manage your music and all your songs are in iTunes Music not in different folders. You can also use this method with an external hard drive, you drag the folder from the old computer to the external drive and then from the drive to the new computer.
    Copying the whole folder brings with it the iTunes Music folder and also the iTunes Library (iTunes Library.itl in Windows) database file which holds all the information about your songs (Playlists, Ratings, Play Counts, Last Played, Date Added, etc).     When you copy the iTunes folder make sure you put it into the same location on the new computer. This has to be the exact same place, on a PC this is \Documents and Settings\Username\My Documents\My Music\. When you open iTunes on the new computer it will be the same as on the original one Songs, Playlists, Play Counts, Ratings etc. When I moved iTunes a while ago for my daughter I was also using the same version of iTunes, not sure how important that is but it's probably worth keeping them the same.

    It has always been very basic to always maintain a backup copy of your computer for just such a reason.  Use your backup copy to put everything on the new computer.
